The purpose of this study is to analyze the factors that have influenced changes in Russia-Mongolia relations after Russia’s annexation of Crimea in March 2014, and to identify changes in political, military and economic aspects.
The following factors influenced changes in Russia-Mongolia relations after the annexation of Crimea. First, Russia strengthened its Eurasian strategy. Russia recognized Mongolia as a strong candidate for the EAEU in terms of its integration policy, because Mongolia is geographically in a position where Russia’s Eurasian strategy and China’s “Belt & Road” initiative intersect, historically wary of expanding China’s influence, and maintains close cooperation experience in political, military and economic terms. In addition, Russia recognized Mongolia as one of its important partners in the development policy of the Far East and Siberia, because Mongolia traditionally actively cooperates with the Far East and Siberia inland regions and actively promotes the “China-Mongolia-Russia Economic Corridor” that aims to expand transportation, logistics and energy infrastructure in these regions. Second, Mongolia attempted to rebalance relations between Russia and China. Mongolia tried to improve relations with China and expand relations with “third neighbors” including Western countries to block Russia’s influence since the late 1980s. However, since the 2010s, it wanted to strengthen its relations with Russia again to check China’s excessive influence in the trade and investment sectors.
Changes in Russia-Mongolia relations after the annexation of Crimea are as follows. First, at the political and military level, the importance of the relationship between Mongolia and Russia in Asia-Pacific policy was enhanced, the summit and high-level talks were activated, and military cooperation was expanded. Second, on the economic level, the economic cooperation mechanism has been activated, the trade volume has increased, Mongolia’s debt to Russia has been resolved, and the modernization of the Ulaanbaatar Railway is being promoted.
