천도교청년회 지방조직의 설립과 운영

국문 초록 (Abstract)

천도교청년회 지방조직의 설립과 운영 성주현 3ㆍ1운동 이후 천도교단의 세대교체와 신세계의 사조, 그리고 식민통치의 변화 등으로 인한 대내외적 요인에 의해 창립된 천도교청년교리강연부는 중앙조직을 강화에 이어 지방조직(지부)에도 적극적이었다. 이에 따라 삼등지부를 비롯하여 10여 개의 지부가 설립되었다. 그러나 천도교청년교리강연부는 창립된 지 불과 8개월만에 천도교청년회로 조직체를 변경하였다. 이에 따라 천도교청년교리강연부의 지방조직은 천도교청년회 지방조직으로 그대로 전환되었다. 천도교청년회는 1920년대 초 사회주의사상의 급격한 확산과 각지 청년단체의 조직에 따라 적극적으로 지방조직인 지회를 설립하였다. 우선 각 지방의 천도교회를 모태로 하여 청년들을 규합하여 지회를 조직하였는데, 전국적으로 120여 개에 달하였다. 이는 단일조직으로 가장 규모가 큰 조직이었다. 천도교청년회 지회의 조직은 중앙조직을 그대로 수용하였다. 즉 포덕부, 강연부, 편술부, 음악부, 체육부 등 5개 부서로 구성되었다. 이중 포덕부와 강연부가 가장 활발하게 활동하였다. 이들 기본 조직 외에도 지회는 지역 상황에 따라 교리연구회, 여자청년회, 연합친목회 등을 조직하여 천도교의 교세를 확장하는 한편 지회도 확장해 나갔다. 지회설립의 주요인물은 대부분 천도교 신앙을 하는 繼代敎人이었다. 뿐만 아니라 이들은 교사, 신문기자 등 지역유지로 활동하기도 하였다. 이러한 관계로 지역에서 활동하는 청년단체 또는 사회단체와도 긴밀한 관계를 유지하였다. 한편 천도교청년회 지회의 재정 수입은 회원의 의무금과 찬조금으로 충당하였으며, 지출은 중앙조직에 상납, 도서구입비 등 지회 운영에 사용하였다. 또한 중앙조직은 지회를 효율적으로 관리 통제하기 위해 의무금 상납의 원칙을 철저히 지킬 것을 결의하는 등 관계형성을 일원화하고자 하였다. 뿐만 아니라 천도교청년회의 조직체계는 중앙본부-지회라는 중앙집권적 요소를 가지고 있었다. 따라서 천도교청년회의 지방조직은 1920년대 중반 새롭게 조직되는 천도교청년당의 지방조직으로 그대로 이어졌으며, 청년당의 추구하였던 민족운동중심기관으로 성장하는 기반이 되었다.

Establishment and Management of the Branches of Cheondo-kyo Young Men’s Association Sung, Ju-hyeon The Cheondo-kyo youth doctrine lecture department was established with Generation shift, change of the New World trend of thought and colonial occupation. With Poduk department lecture addition most actively among these, was active. Meeting according to area situation the doctrine society for the study and the female young man’s association, organizes union social meeting etc. even on these basic organized outside and meeting to expand meantime expands year-old of Cheondo-kyo. The central figure water of founding was the believer who does a most Cheondo-kyo religious belief. And these people did teacher, is active with reporter etc. area maintenance. The youth organization which with like this relationship is active from the area or the social club came and the close relationship maintained. Meantime the Cheondo-kyo young man’s association meeting financial income supplied at the obligatory gold and donation of the member, the expenses in center organization used in the upper lead and the books purchase expenses etc. meeting operation. Also the center organization in order management to control meeting efficiently under unifying should have boiled the etc. relationship formation which resolves the fact that will keep the principle of the lead at the obligatory gold thoroughly. Not only the organized system of the Cheondo-kyo young man’s association was having the centralization element which is a center headquarters and meeting.
