냉전의 대리전으로서의 6·25와 <광장> -중립국 위원회의 실질적 부재- = Korean War as a Cold War proxy war in the Choi In-Hun’s novel The Square -On the substantial absence of the Neutral Nations Repatriation Committee and the Unsolved Korean Problem-

Choi In-Hun(1936.4.13-2018.7.23.) and his novel the Square were born in the international situations of the 1950s-60s. And this novel was born in November 1960 in the literary magazine Dawn. The purpose of this article is to read the Square as a text of critique of the international society’s irresponsibility in the period of Korean War, usually called as the 6·25 in Korea, which broke out on June 25, 1950. The cold war ideology was the product of the politics of the great powers of the United States, the England, the France, the Soviet Union, and the Republic of China. The cold war ideology was intensified and finally Korean War broke out. South Korea and North Korea were not invited to the Asian-African Conference called as Bandung Conference in 1955, which was the birthplace of the Asia-Africa Solidarity. Because South and North Korea were driven by the cold war ideology.
The ‘Korean war as an ideological war’ has brought the devastating sacrifice of the South and the North Korean people who participated in it. The narrative that Lee Myeong-Jun was engaged in the North Korean People's Army at Pyongyang in 6·25 and was imprisoned in Geoje Island P.O.W. Camp shows the severe pain suffered by soldiers during the wartime. The narrative-inside-the-frame of the Square is conducted inside the Korean peninsula, but the narrative-outside-the-frame of the Square illuminates Lee Myeong-Jun, a Prisoner Of War(P.O.W.), on the way to the Neutral Nations in the Western Pacific Ocean off the Korean peninsula. At Panmunjom, Lee Myeong-Jun refused all repatriation to the North and South, and became the P.O.W.s to go to Neutral Nation and boarded the ship Tagor for Neutral Nations like other P.O.W.s who chose other Neutral Nations.
At the stake, in the boat to the Neutral Nations, 31 P.O.W.s to Neutral Nations, except Lee Myeong-Jun, were violating the regulations and leaving the group. But only Lee Myeong-Jun was not tempted by the other prisoners. He was not able to cooperate with the other P.O.W.s in their deviant behavior even if he was threatened by them. In the end, he was isolated from them. At the time of the 1953 Armistice, the United Nations General Assembly decided to form a Neutral Nations Repatriation Committee(NNRC), and Neutral Nations Supervisory Commission(NNSC), which managed the P.O.W.s to the Neutral Nations in Panmunjom and was responsible for their delivery to the Neutral Nations. In the Square, however, there are no members of the NNRC and the NNSC to manage them, except for captains, seamen and 32 P.O.W.s. In the Square, Lee Myeong-Jun's isolation in a ship on the way to the Neutral Nation raises the question of liability to the contemporary international society, including the NNRC and the NNSC, who professed responsibility for the delivery of the P.O.W.s who chose to go to the Neutral Nations but responsible for them.
In 1953-4, P.O.W.s chose to go to the Neutral Nations following the persuasion of the NNSC that they were able to transfer to the Neutral States. Among these P.O.W.s, however, there were those who died without being able to board a ship to Neutral Nations because of the lack of a manager to mediate when ideological conflicts broke out at Dong Lipo Camp, and there were those who tried to head to another Neutral Nations via India, but refused to enter other Neutral Nations. And there were those who was treated as a untouchable, which called as dalit, the lowest rank in the Indian caste system, a result of not being guaranteed a proper life from India government, even if he had not been there for the purpose of staying in India from the beginning. And there was those who applied for a transfer to another Neutral Nations, but he was detained in India for a long time, instead of moving to another Neutral Nations. 본고는 최인훈(崔仁勳, 1936.4.13.~2018.7.23.)의 <광장>을 6·25 시기 중립국 선택 포로에 대해 국제사회에 책임의 문제를 제기한 1950-60년대 국제정세 비판소설로 재독한다. 냉전이데올로기는 미·영·프·소·중 등 강대국 정치의 산물이었고, 냉전이데올로기를 강대국들은 6·25라는 대리전으로 격화시켰다. 그렇기에 6·25를 적확하게 증언하는 서사는 한반도 영토 내부만이 아니라, 외부까지도 탐색해야 한다. 기존의 <광장>에 대한 연구는 남북한을 배경으로 펼쳐지는 액자-안-서사에만 천착해왔으나, 본고는 <광장>의 액자-안-서사와 액자-밖-서사를 통합적으로 고찰할 때 그 의의를 정확하게 파악할 수 있다는 입각점에서 서술되었다. <광장>의 액자-안-서사는 6·25 이전에 경찰력이 시민을 탄압하는 남한의 독재정권과, 전체주의화 결과 인민의 인권을 침해하는 북한의 기득권을 고발한다. 6·25 이후를 다루는 <광장>의 액자-밖-서사는 한반도를 벗어난 서태평양을 배경으로 전개되며 중립국으로 향하는 이명준의 모습을 추적한다. 이명준은 월북자로서 이북에 거주하다가 북한인민군으로 6·25에 참전하여 거제도 포로 수용소에 수감된 후에 판문점에서 중립국행을 선택해 중립국행 타고르호에 탑승하였다. 타고르호에는 이명준을 제외한 31명의 중립국 선택 포로들이 있었다. <광장>의 액자-밖-서사에서 이명준을 제외한 31명의 중립국 선택 포로들이 규정을 위반하고 단체로 일탈하자, 이명준은 이들의 행동에 반대하다가 고립된다. 중립국 선택 포로들을 관리해야 할 책임자가 타고르호에 부재했기 때문에 이명준은 폭력에 노출된 채로 고립되었고 끝내 죽음을 선택한다. 1953년, 6·25에 대한 휴전협정 과정에서 유엔총회는 중립국 송환위원회 구성을 결정하였다. 한반도에 도착한 중립국 송환위원회는 판문점에서 중립국 선택 포로들을 책임지겠다고 공언하였다. <광장>의 타고르호에 선장과 선원, 중립국 선택 포로들 이외에 탑승했어야 하는 이들은 중립국 송환위원회와 중립국 감독위원회 회원들이었다. 강대국들의 대리전으로 희생된 한반도에 중립이라는 희망을 제시하던 중립국 위원회를 파견한 주체는 누구인가라는 하나의 잊힌 물음이 소설 <광장>을 감싸고 있다. 냉전이 종식되기 전까지 유일하게 냉전이데올로기의 폭력성을 막을 수 있었던 중립국 위원회는 그 책임을 다하지 않았고, 그 결과 현실적인 정치 세력이 되는 일에도, 유의미한 중립국의 비전을 유지하는 일에도 실패하였다. ‘법없음의 공간’으로서의 타고르호는 유토피아의 꿈이 디스토피아의 전시장이 되어버린 1950-60년대의 국제사회에 대한 증언의 장소였다.
