러시아 및 미국 언론의 북극에 관한 보도 경향 비교분석 = A Comparative Analysis of Russian and American Media’s Report Trends on the Arctic

세계적 이상기온으로 시베리아-북극권의 석유, 가스 등의 자원개발과 북극항로 개척의 중요성이 증대되고 있다. 또한 국제정치경제의 중심지가 아시아-태평양으로 이동되면서 시베리아-북극권을 둘러싼 국가 간 경쟁 및 협력, 개발 및 보존 문제가 대두되고 있다. 이에 따라 북극권 영토 소유권 확장 경쟁 및 이 과정에서 파생되는 군사적 갈등은 점차 심화할 것으로 보인다. 특히 강대국을 대표하는 러시아와 미국의 북극에 대한 관심은 점점 높아지고 있어 새로운 갈등이 야기될 가능성이 제기된다.
러시아 북극 정책 기본원칙에는 러시아 북극의 사회개발, 경제발전, 군사안보 보장, 인프라 개발, 과학기술 개발, 국제협력 강화, 환경보호, 북극항로 건설과 영토 보호를 위한 군사력 재건과 보존, 북극권 거주민 보호 등이 있다. 이에 반해 미국의 북극정책에는 시대에 상관없이 국가안보, 국제협력, 지속가능한 환경 관리 등의 3개 키워드를 중심으로 북극 지역 내 미군 주둔, 기후변화 복원력 구축, 북극 생태계 보존, 알래스카 거주민의 생활수준 향상, 국제법 및 규칙 준수 등이 제시되고 있다.
러시아와 미국은 서로 상당히 다른 북극정책을 유지하고 있다. 이러한 배경을 중심으로 북극에 대한 양국 언론의 보도 경향을 분석함으로써 북극에 대한 국가정책의 실현과정 및 북극에 대한 국민의 인식을 추론할 수 있다.
분석결과 러시아 언론의 북극에 대한 보도는 적극적으로 러시아 정부의 정책에 따라가는 모습을 보인다. 북극에 관한 국제사회와의 협력을 중요하게 다루지 않는 경향을 드러내고 있으며 최우선으로 북극영토에 대한 러시아 국민의 소유의식을 강조하고 있다. ‘러시아의 북극’이라는 국민의식을 바탕으로 자연환경 파괴 우려에도 불구하고 북극 자원개발에 동조하는 모습을 보여주고 있다. 이것은 러시아 언론에서 자연환경 파괴에 따른 자연재해 발생 및 북극 야생동물 생존문제와 관련된 환경 관련 뉴스가 매우 드문 이유이다.
미국 언론에 반영된 북극에 관한 주요 핵심 이슈는 기후복원력 구축, 북극 생태계 보존, 북극 국제법 및 규칙 준수 등이 있다. 북극 자원개발에는 관심이 비교적 적은 편이다. 비록 트럼프 행정부 시절 알래스카 야생 보호구역에서의 석유개발 시도가 있었으나 전반적으로 북극에서의 석유 및 가스채굴은 소극적이었다. 이에 반해 기후변화, 탄소 배출, 북극 야생동물 보호 등과 같은 북극 생태환경 보호 이슈가 다른 이슈들에 비교가 되지 않을 정도로 매우 크게 부상하였다.
Due to the global abnormal temperature, the importance of developing resources such as oil and gas in the Siberian-Arctic region and pioneering Arctic routes is increasing. In addition, as the center of the international political economy moves to the Asia-Pacific, competition, cooperation, development, and preservation between countries surrounding the Siberia-Polar region are emerging. As a result, competition to expand the ownership of the Arctic territory and the resulting military conflict are expected to intensify. In particular, interest in the Arctic between Russia and the United States, which represent powerful countries, is increasing, raising the possibility of new conflicts.
The basic principles of Russian Arctic policy include social development, economic development, military security guarantees, infrastructure development, science and technology development, international cooperation, environmental protection, military reconstruction and preservation for Arctic routes and territorial protection. On the other hand, the U.S. Arctic policy focuses on three keywords, national security, international cooperation, and sustainable environmental management, including the presence of U.S. troops in the Arctic region, climate change resilience, Arctic ecosystem preservation, and living standards of Alaska residents.
Russia and the United States maintain quite different Arctic policies. Based on this background, it is possible to infer the process of realizing national policy on the North Pole and the public's perception of the North Pole by analyzing the trend of reporting by the media of the two countries on the North Pole.
As a result of the analysis, the Russian media's reports on the Arctic are actively following the Russian government's policies. It shows a tendency not to treat cooperation with the international community on the Arctic as important, and emphasizes the Russian people's sense of ownership of the Arctic territory as a top priority. Based on the national consciousness of "Russia's Arctic," it is showing sympathy for the development of Arctic resources despite concerns over the destruction of the natural environment. This is why environmental news related to the occurrence of natural disasters and the survival of Arctic animals due to the destruction of the natural environment is very rare in the Russian media.
Major key issues regarding the Arctic reflected in the U.S. media include building climate resilience, preserving Arctic ecosystems, and complying with Arctic international laws and rules. The development of Arctic resources is of relatively little interest. Although oil development attempts were made in Alaska's wild reserves during the Trump administration, oil and gas mining in the Arctic region was generally passive. On the other hand, Arctic ecological environmental protection issues such as climate change, carbon emissions, and Arctic wildlife protection have emerged so large that they cannot be compared to other issues.
