A key responsibility in nursing education is ensuring that graduates are adequately prepared to deliver safe and effective patient care at any health care setting in entry level practice. Patient safety and the quality of care have been major concerns as medical errors and wide variations in the quality of healthcare services still exist. An important factor that contributes to the variance in practice safety and quality of care might be the competence of healthcare professionals to perform the tasks needed for patient care. Public, regulatory, legal, external standards and quality assurance expect all healthcare professionals to demonstrate competence. Therefore, nurses and healthcare professionals must be prepared to ensure safety and quality through the attainment of knowledge, skills, abilities, performance, and attitude.
Integration of academics and clinical practice within curricular and educational innovations can decrease pervasive performance deficit in the practice competencies among nursing school graduates. However, there has long been a gap between the preparedness of newly licensed nursing graduates and the actual requirements of clinical practice and moreover the gap is getting wider. Competence based education (CEB) approach would be one approach to ensures that graduates have the essential knowledge, skills and attitudes to enter the work force and begin functioning in entry position. There is great need for nursing educators to develop and adopt the competence based education curriculum so the graduate nurses are being adequately prepared for the transition to employment in today’s complex and rapidly changing environment. Considering education cost, feasibility of educator, evolving health care delivery system improving proficiency in all competencies of their graduates could be quite challenging.
Evaluation of curriculum outcome can be performed from a variety of perspectives and in a various methods. The most important evaluation criteria of curriculum outcome would be ‘fit for practice’ and ‘can do it?” To satisfy such criteria, congruence among learning, teaching and evaluations is a must. The nursing educators should be able to identify core competencies, teaching methods which will lead to intended learning, and most appropriate method to evaluate.
There are some examples of initiatives that draw attention to competence based education and provided foundation for the implementation. International Council of Nurses(ICN) presented the framework of competencies for the generalist nurses including 1) professional, ethical, legal practice, 2) care provision and management, and 3) professional development. National League for Nursing also developed competencies for graduates of different programs in nursing; human nourishing, nursing judgment, professional identity, spirit of inquiry. Likewise AACN identified nine essentials of baccalaureate education for professional nursing practice. For innovation of nursing education some of the strategies will be discussed to develop CBE program reflecting core competencies. To ensure nursing students attain the knowledge, skills, and attitudes, the education need to be competence-based. The main focus if competence-based education is on the outcomes. The best evaluation method will enable educators judge student performance.
