동북아 3국 정상회의에서 나타난 일본의 대외경제전략 -상황적 하부-지역주의- = Japan`s Foreign Economic Strategy in the Context of the Summit of Three Countries in Northeast Asia: Situational Sub-regionalism

국문 초록 (Abstract)

본 연구는 동북아 3국 정상회의 과정에서 일본의 대외경제전략이 어떠한 형태로 표출되고 있는지에 관해 논의하고 있다. 논쟁의 초점은 동아시아의 하부-지역통합에 관한 이론적 배경을 토대로 동북아 3국 정상회의에서 나타난 일본 대외경제전략을 둘러싼 경험적 사례의 분석을 통해 그 특성과 딜레마를 분석하고 있다. 이런 의미에서 일본은 ``동북아시아``를 동아시아의 ``하부-지역(sub-region)``으로 설정하고, 한·중·일 3국 정상회의를 통해 ``하부-지역주의(sub-regionalism)`` 구상의 주도권을 장악하려는 의도를 드러내고 있다. 특히 일본은 동북아 3국 정상회의에서 신자유주의적 경제연대로의 편승, 지역공동체 구상의 조정, 신경제성장 전략의 추진에 의한 복합적 지역주의에 조응하며, 자기중심적인 하부-지역 개념을 기반으로 한 상황적 맥락에 따라 대외경제전략을 전개하고 있다. 따라서 본 연구에서는 ``상황적 하부-지역주의``란 대안적 접근의 고안을 통해 일본의 대외경제전략에 대한 새로운 분석 틀을 제시하고 있다. 무엇보다도 동북아 3국 정상회의 제도화된 협동의 구축 과정에서 드러난 흥미로운 사실은 일본이 동북아지역에서 자유무역협정의 촉진, 금융협동의 심화, 투자 증진 및 관리를 확대 등과 같은 대외경제전략을 구체화시켜 상황적 하부-지역주의를 발전시켜 나가려는 움직임을 엿볼 수 있다. 그럼에도 불구하고 일본의 상황적 하부-지역주의는 글로벌 통상정책의 불명확성, 지역경제권 구상의 모호성, 국내경제발전의 불균형 등과 같은 딜레마에 직면하고 있다.

다국어 초록 (Multilingual Abstract)

This research is discussing how Japan`s foreign economic strategy manifest itself in any form in the Summit of three countries in Northeast Asia. The focus of debate is analysing the characteristics and dilemmas on sub-regional integration in East Asia based on theoretical background shown in three countries in Northeast Asia Summit through the analysis of empirical cases surrounding of representation of Japan`s foreign economy strategy. In this sense, Japan establish Northeast Asia as ``sub-region`` of East Asia and it reveals its intention to occupy initiative of ``sub-regionalism`` through Korea, China and Japan tripartite Summit. In particular, in the Summit of three countries in Northeast Asia, Japan has been deployed its foreign economic strategy hitchhiking to the neoliberal economic solidarity, coordinating of community initiatives, by promoting new economy growth strategy in compliance with complex regionalism based on self-centred notion of sub-region contexts. Therefore, in this study, situational sub-regionalism has presented the new frameworks for analysis on Japan`s foreign economic strategy with the invention of alternative approach. U.S financial crisis in September 2008 made Japan`s foreign economic strategy promoting sustainable multilateral and bilateral FTA to stabilize the conditions of the export companies at the same time to strengthen regional solidarity centered Northeast Asia is being deployed in the form of diversification and differentiation of export market for corporate. As U.S financial crisis ripple around the world, Japan`s economy is confronting overall crisis such as plummeted exports, reduced production, recurring profits, deepening credits crunch and worsening employment. So this is judged to have a huge influence on new growth strategy as a new comprehensive responses. By the same token, the three countries Korea, China, Japan has held Northeast Asian Summit annually the start of 2008 to 2011 present by the principle of circulation held as required mutual coordination and consultation of foreign relations for international cooperation and domestic counterparts in order to effectively cope with financial crisis. Particularly, interesting fact revealed in the process of building institutional collaboration in the Summit of three countries in northeast is that Japan can be seen to make a move to develop situational sub-regionalism by shaping its foreign economic strategy like promotion of free trade agreements, deepening financial cooperation and promoting investment and expanding management in northeast region. Nevertheless, Japan`s situational sub-regionalism is facing the dilemmas such as uncertainty of global trade policy, the ambiguity of local economic initiatives and disparities in national economic development.
