1. 서론
□ 연구 필요성
○ 최근 인간의 삶의 터전으로서 다양한 사회문제를 해결할 수 있는 공간으로서의 스마트 시티에 대한 관심이 증대되고 있음(<표 1> 참조)
○ 그러나 현재 스마트 시티 정책은 기존 유비쿼터스 시티 정책의 한계를 극복하지 못하고 있음

□ 연구 목적
○ 본 연구의 궁극적 목적은 미래 도시가 직면할 다양한 문제점을 해결하고 삶의 터전으로서의 도시 공간 구축 방향을 제시하는 것임

2. 이론적 논의 및 연구 모형

- 정부혁신의 유형으로는 구성적 관점, 패러다임 지향적 관점, 비교적 관점, 가치적 관점이 있음

What should the city of the future look like? In 2020, the urban areas will house 66% of the entire global population. The increase in the urban population has caused problems such as the lack of urban infrastructure for the sharing of real-time traffic information, the increase in the pressure on energy and housing, and greater competition for employment. These problems are complicated and wicked to be solved with one simple solution. Smart cities have recently received attention as a possible solution for these issues because a smart city can allow governments to provide public services generated by artificial intelligence (AI) and information and communications technology (ICT).
In line with this trend, the South Korean government started to provide public services based on innovative technology through its Ubiquitous City (U-city) project launched in 2008. However, this project has been criticized for being too focused on building technology infrastructure rather than considering how to provide customized public services. In 2013, as a follow-up project, the South Korean government announced the Smart City project, which sought to improve the quality of life through the provision of smart public services that consider technological, human, and institutional dimensions. Despite this goal, as with the U-city project, the current Smart City project has been criticized for considering the technological dimension over the others. This study argues that the current smart city plans should be human-oriented rather than technology-oriented to improve the quality of life for residents through smart public services. In order to establish a human-centric space for smart cities, this study aims to devise government innovation strategies and a road map for short-, mid-, and long-term plans. These comprehensive policy suggestions are expected to be of practical use for governing a sustainable smart city.
This study is structured as follows. The literature review synthesizes theories for both smart cities and government innovation and establishes a new theoretical framework for the identification of all factors that can significantly influence the performance of smart city policies. Following this, case studies of smart cities, a survey on the perception of smart cities, and interviews with scholars and practitioners are conducted for an empirical analysis. The study then provides practical policy implications from an analysis of this data based on the established theoretical framework and presents a road map for the smart city project for the future.
The literature review section provides the comprehensive theoretical framework in order to empirically analyze factors that can influence the sustainable operation of smart cities. Previous studies have failed to provide comprehensive and practical policy implications related to smart city policies based on a logical analysis because they have investigated smart city policies in a fragmented view. In order to fill this lacuna, the theoretical framework in this study identifies three components of policy innovation related to sustainable operation of smart cities: public service, organization management, and governance. These components are conceptualized as factors that can influence the outcomes of smart city policies. Each component is empirically analyzed using case studies, interviews, and a survey to determine the limitations and achievements of current smart city policies and to develop policy alternatives that can be employed to design the smart city policy road map for governing sustainable smart cities. The priorities for the policy alternatives related to the three components are determined by using an analytic hierarchy process (AHP).
Based on this analysis, this study presents a smart city policy road map composed of seventeen innovative strategies associated with the three components of policy innovation. The road map suggests short-, mid-, and long-term plans for increasing the sustainability of smart city operation. As a short-term plan, a smart city should focus on strengthening its fundamental capacity to implement smart city policies such as establishing and managing infrastructure. In the mid-term plan, all levels of government should consider ways to improve the efficiency of the infrastructure, systems, and policies established in the short-term plan through institutionalization. For example, based on the existing governance structure, new governance structures should be designed to expand and operate the regulation sandbox. In the final stage, a long-term plan should be implemented that consolidates the institutions. Also, tested smart city services in the current smart cities should be diffused to other cities in order to achieve equity of public services. In order to achieve this goal, local governments should lead to operating smart cities with the strong leadership of elected officials in order to continuously respond to the demands of citizens and businesses through living labs. Through a smart city collaborative governance structure, the public, businesses, and local governments can attempt to make their smart cities a human-centric space.
This study offers several academic and practical contributions to the development of smart city policies. First, this study suggests that citizens should play a central role in operating sustainable smart cities. The expanded role of citizens should be encouraged by establishing demand-centric public service, organizations, and human resource systems. Additionally, this study offers policy implications for government innovation in smart cities from a holistic perspective, in contrast to previous studies, which have outlined fragmented policy implications. Although holistic policy implications tend to be too ambiguous and ideological, the policy alternatives suggested in this study are established based on the results from a diverse range of methodologies. Therefore, these evidence-based policy implications are expected to be useful for all levels of government as a guideline for improving sustainable operation of smart cities.
