전 지구적 환경문제가 다변화하고 복잡해지고 있다. Planet으로 집약되는 환경 및 기후변화 관련 다양한 세부 쟁점들은 전 지구적 해결책을 요구한다. 2000년 채택된 새천년개발목표(MDGs)는 개발협력의 초점을 ‘분배’에 두고 환경은 핵심 주제로 다루지 않았으며, 8대 목표들 중 7번째 목표로 ‘환경 지속성 보장’을 설정하였다. MDGs 이후의 새로운 글로벌 개발목표의 방향을 설정하는 과정에서 2012년 새로운 개발의제의 3대 기본 원칙(인권, 평등, 지속가능성)과 4대 핵심 방향(포용적인 사회개발, 환경적 지속가능성, 포용적인 경제발전, 평화‧안보)이 제시되면서 Planet의 가치가 재확인되었다. 이후, 17개 목표와 169개 세부목표로 구성된 지속가능발전목표(SDGs)가 설정되면서 그 중요성에 비해 상대적으로 경미하게 다뤄졌던 환경 관련 이슈들이 핵심 분야로 인식되면서 확장되었다.
환경 및 기후변화 ODA를 선도하는 국가는 일본과 독일이다. 2018년 기준으로, 일본은 환경 및 기후변화 ODA 규모와 비중 모두 DAC 회원국 중 가장 크다. 일본의 환경 및 기후변화 부문 개발협력은 해양환경, 환경오염 관리, 생물다양성, 기후변화 등을 중심으로 이루어지고 있다. 일본의 에너지 섹터 지원은 비재생에너지(non-renewable energy)의 비중이 높다는 점이 특이사항이다. 독일은 환경 및 기후변화 분야에서 적극적인 개발협력 사업을 시행하고 있는 대표적 국가이다. 특히 기후변화는 독일의 개발협력 정책에서 SDGs와 함께 높은 우선순위를 차지하며, 양자 ODA의 40% 이상을 차지한다. 독일은 에너지, 물 공급 및 위생, 환경 분야에 대한 지원 비중이 높으며, 이들 중 재생에너지원에 의한 전력 생산 분야 비율이 가장 높다.
Planet은 경제활동 과정에서 사용 또는 채굴하던 대상이거나 오남용을 방지하여 보호 또는 보전할 대상이라고 인식되던 ‘환경(environment)’보다 더 넓은 범위의 지구적인 차원에서 논의할 수 있는 물리적․생물학적 글로벌 공공재로서의 지구환경이다. 전 세계의 발전 가치는 경쟁과 지배 위주의 자원소비적 가치에서 다양성과 포용의 논리가 앞서는 자원순환적 가치로 전환하고 있다. Planet의 시공간적 boundary 붕괴로 인한 바이러스 이동과 감염병 확산이 심화하고 있는 현상을 이해하고, 이를 통합적으로 해결할 수 있는 개발협력 practice를 개발해야 한다.
본 연구는 지구와 인류의 지속가능한 평화와 번영을 위하여 지속가능성과 포용성의 원칙에 의거한 세 가지 전략 방향으로 개발협력을 실천한다는 Planet ODA의 추진전략을 제시한다.
먼저, 뉴노멀 시대 이슈에 부합하여 구조적 전환에 대응할 수 있는 Planet ODA의 추진이 필요하다. 그린뉴딜 등 새로운 경제사회 질서 재편 노력에 부응하고, 감염병 대응의 근본적 접근법으로서 생태계 가치에 주목하며, TOSSD 등 개발협력의 새로운 체계를 반영한 구조전환에 대응해야 한다.
둘째, 한국적 특수상황과 국정과제에 적합한 대표적 환경 관련 주제 또는 프로그램 발굴이 필요하다. 미세먼지, 산림, 기후재원, 폐기물 관리, 에너지저장장치(ESS) 등 한국적 특수상황이 반영된 환경 이슈를 고려할 수 있으며, 국정과제에 부합하는 프로그램의 단계적 추진이 필요하다.
마지막으로, 융‧복합적 접근과 Planet의 주류화가 요구된다. 여타 KOICA 경영가치(Prosperity, People, Peace)와 Planet의 유기적 관계를 고려한 융‧복합적 이슈를 고려하는 한편, 디지털 전환과 Planet의 융합, 전 세계 불평등과 기후변화, 감염병 대응의 융합 등 다양한 융합과제의 적극적인 발굴이 필요하다. 또한, 조직 운영과 사업발굴에 있어서 Planet을 내재화하는 것이 중요하다.
Global environmental problems are diversifying and complicating. Various detailed issues related to the environment and climate change require global solutions. The Millennium Development Goals (MDGs), adopted in 2000, put the focus of development cooperation in "distribution" and did not address the environment as a key topic, and set "Ensure Environmental Sustainability" as the seventh of the eight goals. In the process of setting the direction of the new global development goals after MDGs, the value of Planet was reaffirmed as the three basic principles (human rights, equity, sustainability) and four key directions (inclusive social development, environmental sustainability, inclusive economic development, peace and security) of the new development agenda were presented in 2012. Subsequently, with the establishment of the Sustainable Development Goals (SDGs) consisting of 17 goals and 169 targets, environmental issues that had been relatively minor compared to their importance were expanded as they were recognized as key areas.
Japan and Germany are leading environmental and climate change ODAs. As of 2018, Japan has the largest size and weight of environmental and climate change ODA among DAC members. Japan"s cooperation in the development of the environment and climate change sectors is centered on the marine environment, environmental pollution management, biodiversity, climate change, etc. Japan"s energy sector support has a high proportion of non-renewable energy. Germany is a leading country in implementing active development cooperation projects for the environment and climate change. Climate change, in particular, takes high priority with SDGs in Germany"s development cooperation policy, accounting for more than 40 percent of bilateral ODAs. Germany has a high proportion of support for energy, water supply and sanitation and the environment, and among them, the proportion of power generation from renewable energy sources is the highest. Planet is a global environment that can be discussed as a physical and biological public goods at a wider global level than the "environment" that was used or mined in the course of economic activity or that was perceived to be protected or preserved by preventing misuse. The development paradigm around the world is shifting from competitive and governance-oriented resource-consuming development to resource-circulating one where the logic of diversity and inclusiveness is important. We need to understand the phenomenon of the virus transfer and the spread of infectious diseases due to the collapse of the temporal and spatial boundary in Planet, and develop a development cooperation practice that can solve it in an integrated manner.
This study suggests the KOICA"s strategy of implementing Planet ODA in three strategic directions based on the principles of sustainability and inclusiveness for the sustainable peace and prosperity of the earth and humanity. First, it is necessary to promote Planet ODA to respond to structural transitions of the society in line with the New Normal era issue. KOICA should respond to new economic and social order such as Green New Deal, focus on ecological value to responding to infectious diseases, and respond to structural changes in the system of development cooperation such as TOSSD. Second, it is necessary to explore representative environmental-related topics or programs suitable for Korean specific situations and national agenda. Environmental issues that reflect Korean specific circumstances such as fine particulates, forest, climate finance, waste management, and energy storage system (ESS) can be considered. Finally, integrated approaches and mainstreaming of Planet are required. While considering convergence issues that take into account the reciprocal relationship of other KOICA management values (Prosperity, People, Peace) and Planet, it is necessary to actively explore convergence programs such as the convergence of digital transformat
