북한 신형 ICBM과 남한 경항모사업의 지향점 분석 = An Analysis of the Direction of the New North Korean ICBM and South Korean Light Aircraft Carrier Project

남북은 2018년 9월 19일 평양정상회담에서 상호 적대행위를 금지하는 내용의 남북군사합의서를 체결하였으나, 그 이후에도 여전히 강력한 군비증강 프로그램을 지속적으로 추진하고 있다. 북한은 2019년 상반기부터 1년여 동안 6종의 신형 미사일 시험발사를 실시하였고, 전략자산으로 분류되는 3000t급 이상의 잠수함과 대륙간탄도미사일(ICBM) 연구·개발에 매진하고 있는 것으로 보인다. 남한 역시 2019년 이후 현재까지 한국형전투기사업(KF-X)과 한국형 차기구축함사업(KDDX) 및 3000t급 이상의 잠수함 개발, 미사일 능력 개선 및 요격미사일체계 지속 추진 등 전략자산급 무기 개발에 전력을 기울이고 있다. 남북이 왜 9.19 군사합의 이후에도 여전히 무기 개발에 총력을 기울이고 있는지는 이와 관련된 의문을 가진 집단 또는 국가의 오해를 풀기 위해서라도 충분히 설명되어야 한다. 또한 향후 남북관계와 동북아 안보정세 속 정부의 외교안보정책 방향을 설정하기 위해 진지하게 접근되어야 한다. 대한민국 국방예산은 2020년 50조1527억원으로 첫 50조원대를 돌파했고, 2021년 52조8401억원으로 확정되었다. 한국의 국가별 국방예산 순위는 10위권, 군사력 순위는 6위권이다. 세계적으로도 상위권에 속하는 국방예산과 군사력을 바탕으로 군비증강 프로젝트는 점차 강화되고 있다. 전투기, 잠수함, 구축함 등 유사시 전략자산으로 활용될 수 있는 최첨단 무기체계의 증강 위주라는 것이 특징이다. 남한에서는 특히 ‘떠다니는 군사기지’로 불리는 항공모함의 전력화 필요성마저 공론화되고 있다. 북한 역시 잠수함, 잠수함발사탄도미사일(SLBM), 대륙간탄도미사일(ICBM) 등 전략자산급 첨단 무기체계의 연구·개발이 활발하게 이뤄지고 있는 것으로 파악된다. 이러한 무기들의 수준은 대부분 남북이 상호 공격하기 위한 차원을 넘어선다. 남북의 군비증강 프로그램이 모두 지리적으로 인접한 상대를 공격할 수 있는 수준을 월등히 뛰어넘고 있는 것이다. 남북은 9.19 군사합의 이후 현재까지 합의사항을 가급적 준수하고자 노력하고 있는 것으로 파악된다. 그러나 그럼에도 불구하고 최첨단 무기체계의 개발은 지속하고 있다. 일정 수준의 전술무기 증강은 어느 국가에나 자위권 차원에서 허용되는 바이다. 하지만 남북의 군사력 증강 프로그램은 전술 무기 차원을 넘어 지구상의 어떤 목표물도 공격할 수 있는 장거리 타격 능력을 갖춘 전략 무기 개발까지 동시에 나아가고 있다. 9.19 군사합의 이후 남북의 이러한 움직임이 9.19 군사합의 측면에서 어떤 의미를 갖는지 남북의 자체적인 검토와 설명이 필요하다. 또한 이러한 추세가 세계 평화 구현에 어떤 의미가 있는지도 진지하게 검토되어야 한다.
더보기Although the two Koreas signed an inter-Korean military agreement at the Pyongyang summit on September 19, 2018, they have continued to push for a strong arms buildup program ever since. Since the first half of 2019, North Korea has conducted six new missile tests for about a year, and is apparently working on research and development of 3,000- ton submarines and intercontinental ballistic missiles (ICBM) classified as strategic assets. Since 2019, South Korea has also been focusing its efforts on developing strategic asset-level weapons such as the Korean Fighter Experimental Program (KF-X), the Korean Destroyer Experimental Program(KDDX), the development of submarines weighing more than 3,000 tons, the improvement of missile capabilities and the continuation of the interceptor missile system. Why the two Koreas are still making allout efforts to develop weapons after the September 19 military agreement should be fully explained, even to resolve any misunderstandings involving questionable groups or countries. It should also be approached seriously to set the direction of the government s foreign affairs and security policies in the future inter-Korean relations and the security situation in Northeast Asia. South Korea s defense budget surpassed the 50 trillion won mark for the first time with 50.1527 trillion won in 2020, and was set at 52.84 trillion won in 2021. Korea ranks 10th in defense budget ranking and 6th in military power ranking. Based on the defense budget and military power, which are also among the top countries in the world, arms buildup projects are gradually being strengthened. It is characterized by the enhancement of state-of-the-art weapons systems that can be used as strategic assets in case of emergencies such as fighter jets, submarines and destroyers. In South Korea, even the need for a light aircraft carrier, called a floating military base, is being publicized. North Korea is also believed to be actively researching and developing advanced weapons systems such as submarines, submarine-launched ballistic missiles (SLBM), and intercontinental ballistic missiles (ICBM). Most of these weapons go beyond the level of mutual aggression between the two Koreas. Both South and North Korea s military buildup programs are far beyond the level of being able to attack geographically close opponents. It is understood that the two Koreas are trying to comply with the agreement as far as possible after the Sept. 19 military agreement. Nevertheless, the development of state-ofthe- art weapons systems continues. A certain level of tactical arms buildup is allowed in any country in terms of selfdefense. However, South and North Korea s military buildup program goes beyond tactical weapons to developing strategic weapons with the ability to strike any target on Earth. South and North Korea s own review and explanation of what this movement between the two Koreas means in terms of the Sept. 19 military agreement is needed. It should also be seriously considered what this trend means to the realization of world peace.
