미래 수소경제 실현을 위한 기반구축 연구 : 수소경제 이행의 최적경로 개발
1. 연구필요성 및 목적
에너지전문가들은 수소와 연료전지를 중심으로 하는 수소경제 체제가 지속가능한 미래에너지시스템의 핵심으로 대두될 것으로 예상하고 있다. 수소는 화석연료, 원자력, 바이오매스, 풍력, 태양 등의 다양한 에너지원으로부터 얻을 수 있으며 전기와 마찬가지로 2차 에너지 또는 에너지캐리어(energy carrier)로 분류된다. 지속가능한 수소경제 체제의 구축을 위해서는 신 · 재생에너지를 이용한 수소 제조의 비중이 높아야 한다. 그러나 신 · 재생에너지에 의한 수소 제조비용은 화석연료에 의한 수소 제조비용보다 비교적 비싸기 때문에 획기적인 기술개발을 통하여 화석연료에 의한 수소 제조비용과의 격차를 크게 줄이는 것이 관건이다.
수소경제 시대로의 진입을 앞당기기 위한 또 하나의 중요한 과제는 비용효과적인 수소공급 인프라의 구축이다. 수소는 제조, 저장, 운송 등의 단계를 거쳐 이용되므로 수소의 제조분야부터 이용분야에 이르기까지의 시스템적인 접근을 통하여 비용효과적인 수소경제 인프라를 구축 할 필요가 있다.
본 연구는 에너지경제연구원(2005년)의 연구보고서인 “수소경제의 국가비전 및 실행계획 수립 연구”에서 제시한 장기전략과 로드맵에 기초하여 수소운송에 대한 구체적인 방안을 마련하고자 한다. 이전의 연구에서는 수소의 공급과 수요 측면에 중점을 둔 반면, 수소의 공급과 수요를 연결하는 저장 및 운송에 대해서는 충분한 검토가 이루어지지 않았다. 본 연구는 수소의 분야별 기술특성 및 비용을 분석하고, 수소의 제조로 부터 이용에 이르기까지의 모든 단계를 시스템적인 관점에서 파악하여 최적 수소운송시스템을 구축하는 것을 연구주제로 선정하였다.
2. 주요 연구내용 및 방법론
가. 주요 연구내용
본 연구는 경제사회연구회가 기획연구과제로 발주한 3개년 연구프로젝트인 “수소경제 실현을 위한 기반구축 연구”의 3차년도 과제로서I 1차년도 연구과제“수소경제 실현을 위한 수소 수요량 산정 및 공급방안 연구 (2006)"와 2차년도 연구과제 “수소경제 도래에 대비한 수소공급의 시스템적 접근 (2007)"에 이어 1단계의 최종년도 연구과제로서 추진되었다. 1차년도 연구과제에서는 수소경제의 미래상에 입각한 장기 에너지믹스, 에너지공급 및 소비구조와 행태의 분석과, 목표지향적 전략에 기초한 수소필요량의 산정, 그리고 수소제조방법의 최적믹스 도출을 통한 수소시나리오를 설정하였다. 2차년도 연구에서는 1차년도 연구결과를 기초로 하여 중점 연구사항으로서 수소경제 이행을 위한 단계별, 분야별 목표설정 및 이의 달성을 위한 최적 시스템의 구축을 목표로 하여, 비용효과적 수소 제조와 운반, 저장 인프라 구축을 위한 시스템적 접근을 시도 하였다. 본 연구에서는 1, 2차년도 연구결과를 종합하여 수소경제로 이르기 위한 최적이행경로를 개발, 제시하고자 하였다. 더 나아가서 수소 경제로의 다양한 이행경로에 대한 비교분석뿐만 아니라 경로별 비용편익 분석을 통한 최적의 이행경로에 대한 대안제시도 필요하다.
따라서 본 연구는 다음과 같은 주요 내용으로 구성되어 있다.
우선, 수소경제에로의 다양한 이행경로에 대한 비용 · 효과 분석이다. 본 연구원에서 수행한 선행연구에서 제시한 수소수요량과 공급방안, 그리고 시스템 구축에 입각한 수소경제로의 이행경로 분석을 실시하였다.
다음으로, 효율적인 수소경제 이행체제 구축을 위한 해외 벤치마킹이다. 이 부분에서는 미국의 이행체제 구축을 위한 연구분석 방향 및 성과 분석과 함께 EU 및 회원국의 이행체제 구축 경로별 분석 결과, 그리고 캐나다, 일본 등의 수소경제 이행경로 구축 실태 분석이 실시되었다.
셋째, 시스템적 접근을 통한 수소경제 이행경로의 추적이다. 여기에서는 1) 수소경제 부문별 수소경제 이행 시스템 분석, 2) 수소경제의 다양한 이행경로 간 비교분석, 3) 수소경제 부문을 통합하는 이행경로의 시스템적 접근이 시도되었다.

1. Background and Research Questions
It is a common view among energy experts that hydrogen economy based on fuel cell technologies will emerge as a core of the sustainable future energy system. Hydrogen can be extracted or produced from fossil fuel, nuclear power, biomass, wind, and solar energy and categorized as an energy carrier like electricity. Renewable energy's share in production of hydrogen should be raised in order to build a sustainable hydrogen economy. However, because production cost of hydrogen based on renewable energy is higher than those based on fossil fuels, it is a paramount concern whether hydrogen production cost of renewable energy can be greatly reduced by technological innovation.
Another issue for an early advent of hydrogen economy is the building of a cost-effective infrastructure. Hydrogen is produced, transported, and stored until it is delivered to end-users. Accordingly, cost-effective infrastructure for hydrogen economy through systemic approach from production to application.
This study aims at providing a specific approach to hydrogen transportation based on long-term strategies and roadmap suggested in the 2005 report, "A National Vision of a Hydrogen Economy and Action Plan." The previous two studies(2006 and 2007) focused on the aspect of supply and demand for hydrogen, but not really took into a serious consideration the stages of storage and transportation which connects supply sources and end-users. In this context, main theme in this study is to build-up an optimal hydrogen delivery system by taking a systemic approach to the multiple stages from production to end-users based on analyses of technical properties and costs in each sector of hydrogen application.
2. Methodology
This study adopts three approaches: First, production system is categorized into central off-site and distributed on-site. Second, scenario approach to calculating regional fuel cell deployment as well as hydrogen supply by energy sources. Third, transportation plan (LP) to optimize the transportation system of hydrogen.
Hydrogen production, if seen in terms of production location, can be categorized into a central off-site plant of large scale hydrogen production and a distributed on-site station. In addition, hydrogen transportation implies that hydrogen produced in a central off-site plant is delivered to end-users, that is, a hydrogen filling station. For a distributed on-site production of hydrogen, the object to be delivered is feedstock such as natural gas, naphtha, LPG, etc., but not hydrogen.
The 2007 study constructed an optimization of hydrogen delivery system with hydrogen production location predetermined. Extending the scope of the 2007 research outcomes, this study includes the sources of feedstock for hydrogen production as variable factor, resulting in a more realistic model. The optimization model for the hydrogen supply system is formulated as an integer programming. The objective is to determine the schedule of the hydrogen supply locations and amounts that minimizes the total hydrogen production and transportation cost while satisfying supply and demand limits. The optimal hydrogen supply plan is obtained by applying the well-known LINGO optimization software.
3. Major Findings and Policy Implications
Major findings of this study are as follow:
First, the maximum hydrogen production from new and renewable energies in 2040 is estimated as 1,778 thousand tons if we adopt a cost effective hydrogen supply system. The previous study estimated the hydrogen production from new and renewable energies in 2040 was 4,502 thousand tons, but this hydrogen supply plan is difficult to achieve because of the lack of the potential domestic resources of new and renewable energies.
Second, the average hydrogen supply cost by central off-site hydrogen production in 2040 is estimated as $2.69/㎏H₂, if nuclear power is included for hydrogen production. If we do not utilize nuclear
