參考奉仕의 領域과 內容上의 變化要因에 관한 考察 : 最大奉仕의 理念形成을 위한 分析 = Changing Trends in the Nature and Extent Of a Reference Service

The character and the extent of a reference service in a library will vary with its type, the user the institution is designed to serve, the competence of the librarian providing the service, and the resources available. There is, however, a basic quality common to all reference services, regardless of the particular type of library in which it takes place.
Since the end of the nineteenth century, this has been the librarians personal assistance to the user in pursuit of information which has conventionally comprised two elements, that is, information and instruction. These two functions have been emphasized with varying degrees depending on the period and the kind of the library.
In terms of the service levels given to the patron, these functions have been labeled "conservative, moderate, liberal" by James Wyer and much later "minimum, middle, maximum" service by Samuel Rothstein. The instructien function is to provide guidance and direction rather than the information itself, thus offering conservative service to the patron. The central feature of information is the direct provision of information in the form of specific answers or the list of materials, thus aiming the liberal or maximum service to the patron.
It is the purpose of this paper to argue the pertinence and the justification of the information function rather than that of education and the maximum level of reference service. The expanding and the initiative information service is proposed through the discussion of the current and the anticipated changes and shifts in terms of the resources, the implications of special libraries and information centers, the cooperative endeavors among libraries developing regional and national reference systems, the effectiveness of the library education, the problems of conservative and moderate service limits, and the library professionalism in the area of service. Elements affecting the changes in all of these are critically examined.
