본 논문은 신공공관리(New Public Management)체계로 제도화된 한국 가족정책의 통치성과 그 효과를 실행자의 일 경험을 통해 분석한 연구이다. 기존 연구들이 국가와 가족의 통치성 개념을 일방향적인 지배-피지배 관계로 묘사한 것에 비해, 본 연구는 신공공관리 시스템의 구체적인 실행과 서비스 과정 속에서 실행 주체들의 포섭과 저항 가능성을 동시에 조망하고 있다. 즉, 본 논문은 가족정책 실행자의 일 경험을 토대로 국가‧가족‧자본의 결합인 신공공관리 가족정책이 젠더·계급·인종에 따라 선별되어 관리되는 신자유주의 통치성이자 생명관리정치(biopolitics)의 통치 체제라는 것을 규명한다 이를 위해 본 논문은 ‘제도적 문화기술지’(institutional ethnography)에 기초한 질적 연구 방법을 채택하여 가족정책 전달체계 현장과 프로그램을 참여 관찰하고, 가족정책 실행자들의 일 경험을 심층 면접 하였다. 또한 가족정책의 정치적, 사회문화적 맥락을 살펴보기 위해 관련 법 조항과 국회의사록 및 정책자료, 실적 데이터 등을 검토하였다. 본 논문의 분석 결과는 다음과 같다.
첫째, 한국 가족정책은 IMF가 촉발한 경제위기와 이로 인한 가부장적 가족해체의 위기를 배경으로 등장한 것이었다. 가족정책은 2004년, 「건강가정기본법」이라는 법률의 형태로 처음으로 제도화하면서 “건강한 가정생활의 영위와 가족의 유지 및 발전을 위한 국민의 권리·의무와 국가 및 지방자치단체 등의 책임을 명백히 하고, 가정문제의 적절한 해결방안을 강구하며 가족구성원의 복지증진에 이바지할 수 있는 지원정책을 강화함으로써 건강가정 구현에 기여하는 것”을 목적으로 명시하였다. 이로써 국가는 가족을 국가의 통치 영역 내로 포함시켜 관리하겠다는 의도를 명확히 하였다. 노무현 정부에서 처음으로 제도화 한 가족정책은 이명박 정부의 아이돌보미 확대, 박근혜 정부의 센터 통합, 그리고 문재인 정부의 다양한 가족 지원 강화 등을 통해 지속적으로 확대해 왔다. 각각의 정부에 따라 가족정책의 기조와 목표, 그리고 이념적 지향의 차이는 있었지만, 신공공관리 체계로 실행된 것은 공통점이다. 기업의 경영 원리와 효율성의 관점을 도입하여 대상자를 고객으로 대하고, 그들의 활동을 계량화하여 성과 위주의 경쟁 체제로 센터를 운영하는 신공공관리는 강화되고 있다. 이와 더불어 가족 내부의 문제 해결을 가족 외부의 여성들의 돌봄노동으로 떠넘긴 것도 공통점이었다. 특히 여성들을 가족정책의 실행자로 포섭해내는 과정에서 비정규·저임금 노동자화한 것은 모든 정부에 일관되게 관철되어 온 원칙이었다.
둘째, 한국의 가족정책을 서비스로 구체화하고 실행하는 가족정책 실행자는 국가가 민간에게 사무를 위탁하는 신공공관리 시스템의 도입과 강화와 함께 지속적인 경쟁에 노출되면서 활동가에서 관리자로 정체성이 변화하고 있다. 또한 신공공관리 체계 안에서 실행자들은 지자체장이나 지자체 공무원 등 다양한 고객에게 맞춤형 서비스를 제공하는 서비스 제공자가 되어가고 있다. 실행자 주체들은 신자유주의적 주체로서 통치성의 한 단위로 통합되기도 하지만, 한편으로는 국가와 제도를 구성하는 저항의 주체이자 행위자 주체를 형성하기도 한다. 이들은 현장의 실천 경험을 제안하거나 제도 개선을 요구하면서 제도를 바꾸어 가고, 가족정책을 실행하는 과정에서 국가를 대리하기도 하고, 국가와 협상하거나 국가에 저항하기도 하면서 복합적인 행위자성을 발현하였다. 가족정책 실행주체의 이러한 복합적이고 중층적인 행위자성은 가족정책이 단지 국가의 통치성의 수동적 도구일 뿐 아니라, 실행자를 통해 가족 내 젠더 권력관계를 바꾸고, 가족정책 내부의 젠더 불평등을 해소할 가능성으로까지 확장된다.
셋째, 가족정책 실행자들은 거버넌스 주체로 참여하고, 그리고 실적관리와 평가, 홍보 등을 통한 성과 관리를 위하여 조직을 관리함으로써 센터장은 관리자로, 이용자는 고객으로, 센터는 기업화하고 있다. 이처럼 가족정책 전달체계의 효율성을 극대화하고자 한 신공공관리의 전략은 오히려 다양한 비효율의 결과를 낳으며 실패하고 있다. 가족정책의 실행 안에서 국가의 비의도적인 감시와 통제는 강화되며, 가족정책은 실행자 내부의 경쟁 안에서 스스로를 통치하게 한다. 또한 가족정책은 가족 내 성 불평등과 같은 장기적인 시간을 필요로 하는 개입을 ‘한 건’으로 계량화함으로써 가족정책이 목표로 삼고 있는 가족 내 젠더 불평등 해소에 기여하지 못했다. 그리고 가족 내부의 문제를 가족 외부의 여성 노동자에게 떠넘기면서 가족정책을 둘러싼 젠더 불평등을 심화하였다.
연구결과에 따르면 한국 가족정책의 성격 및 통치성은 생명관리정치의 성격을 가진 신자유주의적 신공공관리 체계라고 정의할 수 있다. 본 논문은 한국의 가족정책의 등장과 그 배경을 생명관리정치, 신자유주의, 신공공관리라는 개념으로 규명하고, 각 정부별·단계별 정책 기조와 목표의 변화 및 구체적인 실행의 동학(動學)를 ‘내부자’의 시각에서 포착하고 분석하고 있다는 점에서 일정한 의의를 가진다. 또한 국가와 시민의 중간지대에 위치한 가족정책 실행자가 국가의 통치 실천에 대한 대리자이자 신자유주의 주체이기도 하지만, 그 자신이 행위자로서 어떻게 국가의 통치에 맞서고, 어긋나고, 타협하거나 협상하며 길항하는지를 구체적인 사례 분석을 통해 보여주고 있다는 점에서도 의미 있다. 결국 국가가 가족을 국가의 재생산을 위한 ‘인구’의 하위 생산단위로 간주하면서 그 구체적인 통치실천과 실행을 여성 노동자의 돌봄노동으로 환원하는 방식의 가족정책은 바람직하지도, 지속 가능하지도 않다. 여성들을 국가가 짊어져야 할 ‘사회적 돌봄’에 대한 공공적 책무를 대신 떠안는 저임금 노동력으로 보는 관점에서 벗어나, 가족정책의 기획과 실행의 평등한 협력 파트너로 자리매김할 때 비로소 성평등한 가족정책의 출현을 기대해 볼 수 있을 것이다.

This dissertation examines how the governmentality of the state is put to work and made (in)effective in relation to the family policy in South Korea, as it is operationalized through the New Public Management regime. To understand the dynamic process of policy executions, I particularly focus on the work experiences of family policy executors who mediate the state and citizens within the New Public Management regime.
While the existing studies on the family policy and the state’s governmentality tend to render the policy process as a unidirectional, domination-subordination relation between the state and the citizen, this research highlights the duality demonstrated by the policy executors who, by the virtue of the intermediary role in the system, are incorporated in the state's governing process but are simultaneously resisting the state and making differences in the way the family policy is practiced on the ground. Based on the work experiences of the family policy executors, the dissertation examines the relation between family policy, coupled with the New Public Management regime, and the neoliberal govermentality in Korea. It also investigates on how the family policy works as the governmental technology for contemporary biopolitics that seeks to stabilize the state-family-capital alliance. To pursue these inquiries, I carried out an institutional ethnography of the family policy delivery system in Korea. The ethnographic materials are collected through participant observations in a Healthy Family/Multicultural Family Support Center in Korea as well as in-depth interviews with the family policy executors on their work experiences. Relevant documents, including family-related laws, the National Assembly meeting transcripts, policy reports, and ‘performance’ data were collected and reviewed in order to contextualize the findings.
The research findings are as follows:
The Korean family policy emerged from the 1997 financial crisis that brought about the dissolution of patriarchal family structures. It was legally institutionalized under the "Framework Act on Healthy Homes" of 2004 whose purpose is clearly defined as "to contribute to the realization of a healthy family by specifying the rights and duties of citizens and the responsibilities of the State, local governments, etc. with respect to healthy family life and the maintenance and development of families, by strengthening those assistance policies which are capable of contributing to the promotion of the welfare of their members, and by working out appropriate resolution methods of family problems(Article 1)." The document demonstrated the determination of the state to incorporate family into its governing system. The Roh administration institutionalized the family policy which was expanded in subsequent administrations to include child care (Lee administration), merge Multicultural Family Support Center and Healthy Family Support Center (Park administration) and strengthen a diverse array of family welfare provision (Moon administration). While the ideas, purposes and political spectra of individual administration's family policies were divergent, they were analogous in their policy implementation which employed the New Public Management regime. The state's utility of the New Public Management regime has been intensified. The regime adopts corporate management principles and puts importance on efficiency, thereby recognizing policy subjects as customers, comparing the performance of each support center, and instigating competition among centers by quantifying the activities of policy subjects. In all administrations, the matter of care which hitherto was seen as a domestic issue has been shifted to be managed by women workers outside the family who work as frontline family policy executors. The four administrations' recruitment of women family policy executors, in particular, has portrayed a coherent and prevalent inclination to institutionalize low-wage and employment instability for this role.
The dissertation draws attention to the work experiences of the family policy executors who play a critical role in turning the abstract policy into concrete and practical services. The introduction of ‘New Public Management’ system that entrusts the nongovernmental actors with the public services and its intensification exerted significant pressure on the policy executors. Pressured by the demand for competitive performance, those women family policy executors increasingly identify themselves as ‘managers’ and ‘specialized’ service providers - rather than as ‘activists’ that many of them had previously considered as their role - for their various clients including the public servants. While the policy executors are incorporated as a neoliberal subject of the state’s governmental technology, they are simultaneously an active agent of institutional changes, in negotiation with and resistance to the state, and of feminist endeavor against gender inequality. As participants in the state governance, these policy executors make practical suggestions and propose institutional changes based on their field experiences. They not only work as a proxy of the state in their daily work activities with ‘clients’, but also confront, negotiate with, and resist the state. This multi-layered and complex agency, linked to their unique position in the policy delivery system, opens up the possibility that the family policy execution process could work to change gendered power relations in the family and to remedy the gender inequality within the family policy itself.
As ‘performance’ is seen central in the New Public Management regime, managing evaluations and public relations become the important task of the management of each Centre. Hence, this system renders the Centre’s Director as a kind of ‘managers’, people who use the Centre as ‘clients’, and the Centre as an ‘enterprise’. In this context, the New Public Management approach turns out to be ‘inefficient’ in many ways and has failed in fulfilling its promise to maximize the ‘efficiency’ of the policy delivery system. It intensified the influence of the state’s unintentional surveillance and control on the daily practices of family policy execution, which has led the policy executors to govern ‘themselves’ in the competition among themselves. For instance, the issues that stem from gender inequality within the family require a long-term intervention to be effective, but this form of intervention counts only as ‘one agenda item’ within the evaluative quantification of the system. In turn, the system hardly contributes to the endeavors to eliminate the gender inequality which should be an important objective of the family policy.
This dissertation reveals that the disposition and the governmentality of the Korean family policy portray a substantial similarity to the neoliberal New Public Management regime which is biopolitical in nature. The significance of this study is found in its attempt to define the social backdrop and the subsequent emergence of the family policy with the concepts of biopolitics, neoliberalism and New Public Management, and identify and analyze the dynamics of the principle, objective and executional changes in each administration's family policy through an executor(insider)'s perspective. It contributes to the debate on the agency of the family policy executors by presenting concrete case studies where the policy executors who, as neoliberal subjects and proxies incorporated into the state's governmental technology, are simultaneously active agents in negotiation with and resistance to the state. This dissertation argues that it is neither desirable nor sustainable to promote a family policy that supposes family as a subsidiary unit of a state reproductive strategy and that delegates the governmental practices of such care labor to women workers who execute family policy. It concludes that a gender-equal family policy can be anticipated only when the state's view on women as a low-wage labor force who shoulders the public responsibility of 'social care' becomes obsolete, and when state recognizes family and women workers to be equal partners in designing and executing a family policy.
