공유공간으로서 옥상정원의 활용 방안

미세먼지, 도시열섬현상 등 환경오염 발생으로 환경의 소중함을 인식하고 워라밸 추구와 여가시간이 늘어나면서 공원 및 녹지와 여가 공간에 대한 수요가 증가하고 있다. 특히 코로나19 이후 공원 이용률이 증가하고 있는 추세이다. 하지만 높은 사유지의 비율과 지가로 인해 공원 및 녹지의 조성이 어려우며, 도시민들이 이용할 수 있는 생활권 공원이 부족한 상황이다. 이러한 상황을 해결하기 위해 옥상정원의 도입을 시도하지만 옥상정원에 대한 인식 부족, 조성 및 유지관리 비용의 부담 등의 요인에 의해 공원 및 녹지와 마찬가지로 옥상정원의 조성도 한계가 있다. 오늘날 공유경제라는 새로운 경제 패러다임이 주목받으면서 공유 주방, 공유 오피스와 같은 공유 공간이 활성화되고 있다.
이에 본 연구는 공원 및 녹지 확보의 어려운 상황 속에서 공유경제 모델을 기반으로 옥상정원의 공유 방안을 제안하고 공간적 대안을 제시하여 옥상정원의 활용 및 활성화를 연구하는데 그 목적이 있다.
옥상정원의 공유 방안을 도출하고자 옥상정원의 국내외 사례, 관련 법규 및 제도, 용도지역별 건축물 옥상의 특성 등을 바탕으로 이용적 측면과 법 ․ 제도적 측면, 공간적 측면에서 옥상정원의 공유 가능성에 대해 분석을 실시하였다. 분석결과를 바탕으로 옥상정원 공유의 요건들을 고려하여 이용 행태 및 프로그램에 따른 공유 형태, 공유 및 이용 방법에 따른 공유 방식, 운영 및 관리 주체에 따른 운영 모델로 옥상정원에 대한 공유 유형 및 방법을 제시하였으며, 공간의 활용 방식에 따라 공유공간 모듈을 제안하였다. 또한, 용도지역별 옥상정원의 도입과 공유를 시행할 경우 예상되는 요인들에 대해 SWOT 분석을 실시하여 공유에 대한 추진전략을 제시하였으며, 실제 대상지에 위치한 건물에 대하여 건축물 용도별 옥상정원의 공유 계획안을 제안하였다.
이러한 과정을 통해, 다음과 같은 결과를 도출하였다. 첫 번째, 이용적 측면에서 분석한 결과, 옥상정원의 도입 및 공유 가능한 이용 프로그램은 휴식, 정원 감상 등 기본적인 활동과 더불어 공연, 전시회 등의 이벤트 프로그램, 가드닝, 도시농업 등의 커뮤니티 프로그램이 있다. 법 ․ 제도적 측면에서 분석한 결과, 옥상정원은 고밀도의 도시지역에서 확보하기 어려운 법정 조경면적을 충족하기 위해 도입이 필요하며, 관련 지원 법 ․ 제도를 통해 옥상정원의 조성 및 유지관리에 대한 부담을 완화 할 수 있다. 공간적 측면에서 분석한 결과, 용도지역별 건축물 옥상의 특징이 서로 다르며, 다양한 특징 중 개방성과 접근성이 옥상정원의 도입과 공유 가능 여부를 결정짓는 중요한 요소로 판단되었다. 두 번째, 옥상정원에서 공유 가능한 이용 프로그램별로 제안한 공유 형태는 휴게형과 컨텐츠형, 커뮤니티형이며, 공유 방식은 옥상정원의 이용자에게 공유하는 방법에 따라 불특정 다수를 대상으로 공유하는 일반형과 특정 사람들을 그룹화하여 공유하는 멤버쉽형, 타 비즈니스와 연계하여 공유하는 연계형의 방식을 제안하였다. 공유 운영모델은 옥상정원의 운영 및 관리 주체에 따라 공유 형태와 방식을 고려하여 개인 주체의 운영모델과 협동조합 형태의 운영모델, 기업 주체의 운영모델로 제안하였다. 옥상정원의 효율적인 공유를 위해 공간의 활용 형태와 배치 방식을 고려하여 공유공간 모듈을 분리형, 통합형, 가변형으로 제안하였다. 세 번째, 녹지지역을 제외한 도시지역을 대상으로 공유 형태별 SWOT 분석을 실시한 결과, 주거지역과 공업지역은 높은 프라이버시로 인해 개방성이 낮고 보안과 안전, 지속적인 유지관리 등의 다양한 제한 요인으로 옥상정원의 공유가 다소 어려울 것으로 예상되지만, 지속적인 소통과 협력, 이익 분배 등을 통해 옥상정원의 도입과 공유를 유도할 수 있다. 상업지역은 유동인구가 많고 상권 등이 발달한 관계로 옥상정원에 대한 수요가 높을 것으로 예상되며, 건물의 개방성이 높고 접근성이 양호하므로 옥상정원의 공유 측면에서 타 지역에 비해 비교적 유리할 것으로 판단된다. 네 번째, 공유공간으로서 옥상정원은 작은 규모의 개별 단위공간부터 하나의 통합 공간까지 공유 프로그램, 이용 대상 및 규모에 따라 다양한 공간 유형으로 공유가 가능하다.
본 연구에서 제안한 옥상정원의 공유 방안을 통해 원거리의 공원 및 녹지를 대신하여 근거리의 건물 옥상에서 정원을 경험할 수 있으며, 이용자 간의 교류를 통해 유대감과 친밀감을 향상하고 공동체 형성이 가능하다. 또한, 공공 분야와 더불어 민간 분야의 참여를 유도하여 옥상정원의 조성 및 이용을 활성화 할 수 있다. 하지만, 구조적 측면에서 옥상정원의 이용에 따른 하중 등의 건축물 안정성 검토와 경제적 측면에서 옥상정원의 공유에 대한 수요 예측 및 경제성 분석이 미흡한 점은 연구의 한계로 판단된다.
Demand for parks, green spaces, and leisure spaces is increasing with the awareness of importance of environment, due to environmental pollution such as fine dust and urban heat island and the higher pursuit of work-life balance and leisure time. In particular, the use of parks has been on the rise since the outbreak of COVID-19. However, due to the high ratio of private land and land price, it is difficult to create parks and green spaces, and there is a shortage of parks in the living space that urban residents can access. Although the introduction of a rooftop garden was attempted to solve this issue, there is a limit to the creation of a rooftop garden, as in parks and green spaces, due to the lack of its awareness and the cost burden of constructing and maintaining a rooftop garden. As a new economic paradigm of sharing economy is drawing attention today, shared spaces such as kitchens and offices are revitalizing.
Therefore, the purpose of this study is to analyze the utilization and revitalization of a rooftop garden, by proposing a sharing plan for the rooftop garden based on the sharing economy model and suggesting spatial alternatives, amid the difficulties of securing parks and green spaces.
To derive a plan to share the rooftop garden, this study conducted an analysis on the possibility of sharing a rooftop garden in terms of use, legal and institutional and spatial aspects based on the domestic and overseas cases, related laws and institutions, and the characteristics of building roof for each usage region. Based on the analysis results, considering the requirements for sharing the rooftop garden, this study presented the types of sharing by form, method, and operation model according to usage behavior and program, the sharing and use method of rooftop garden, and the operating and management entity. In addition, this study proposed a shared space module according to the method and performed SWOT analysis on the factors expected when implementing and sharing the rooftop garden by usage area, and it proposed a plan for sharing a rooftop garden by usage for a building located in an actual target site.
Through this process, the following results were derived. First, the usability analysis showed that programs that can be introduced and share the rooftop garden include basic activities such as rest and garden appreciation, event programs such as performances and exhibitions, and community programs such as gardening and urban agriculture. According to the analysis of legal and institutional aspects, it is necessary to introduce a rooftop garden to meet the statutory landscape area that is difficult to secure in a high-density urban area. Moreover, the burden of creating and maintaining a rooftop garden can be alleviated through related support law and institutions. The spatial analysis confirmed that the building roofs had different characteristics by use area, and among the various characteristics, openness and accessibility were important factors in determining whether to introduce and share the rooftop garden.
Second, the sharing types suggested for each program in the rooftop garden are rest type, content type, and community type. As a sharing method, this study proposes a general type for sharing with an unspecified majority, a membership type for grouping and sharing with specific people, and a link type for sharing in connection with other businesses, according to the sharing method of rooftop garden users. The shared operation model was proposed as an individual-based model, a cooperative-type model, and a corporate-based operation model, considering the sharing form and method according to the operation and management entity of the rooftop garden. To efficiently share the rooftop garden, the shared space module was proposed as a separate, integrated, and variable type considering the space utilization and arrangement method.
Third, SWOT analysis by sharing type was conducted for urban areas excluding green areas. The result showed that it will be somewhat difficult to share a rooftop garden in residential and industrial areas due to various limiting factors such as low openness, high privacy, security, safety, and continuous maintenance. However, it will be possible to induce the introduction and sharing of the rooftop garden through continuous communication, cooperation, and profit allocation. Commercial areas are expected to have high demand for rooftop gardens due to the large floating population and developed commercial districts, so they are considered more advantageous than other areas in terms of sharing the roof garden. Fourth, as a shared space, the rooftop garden can be shared in a variety of space types, from small individual unit spaces to one integrated space, depending on the shared program, use target, and scale.
The sharing method of rooftop garden proposed in this study enables a rooftop garden on a building to be shared in the vicinity instead of a park and green space in the distance, while improving the bond and intimacy and forming a community through the exchange between users. In addition, the creation and use of rooftop garden can be stimulated by inducing the participation of the private and the public sector. However, the limitations of this study are the lack of structural review on the structural stability of buildings such as the load caused by using the roof garden, and the prediction of the sharing of the rooftop garden and economic analysis.
