다양한 구성원이 함께 살아가는 다문화사회에서는 사회구성원으로서 결혼이주여성을 바라보는 관점의 전환이 요청된다. 사회구성원으로서의 결혼이주여성은 지역사회의 다양한 활동에 참여하고, 지역의 의사결정 과정에 참여하는 능동적인 주체로서의 결혼이주여성을 의미한다.
지역사회의 참여는 결혼이주여성을 비롯한 이주민들에게 자신을 공동체의 구성원으로 인식하고 공동체의 문제를 함께 해결하려는 의식을 형성한다는 점에서 중요한 의의가 있다. 공동체의식이 높을수록 구성원들은 공동체의 문제에 관심을 가지고 공동체 발전을 위한 활동에 적극적으로 참여하게 된다. 따라서 공동체의식은 공동체를 유지시키고 발전을 위한 필수적 요소이며, 특히 다문화사회에서 결혼이주여성의 공동체의식은 사회통합을 위한 중요한 요소라고 할 수 있다.
그러나 그동안 결혼이주여성의 참여와 관련한 논의들은 주목받지 못하였으며, 봉사활동이나 여가 참여에 한정된 특정한 유형의 참여에 초점이 맞추어 연구가 진행되어 왔다. 이에 결혼이주여성의 사회참여는 사회구성원으로서 지역사회의 다양한 활동과 정책 의사결정 과정에서의 참여를 포함하는 개념으로 논의가 확장될 필요가 있다. 또한 공동체의식은 지역에 대한 관심과 구성원으로서 참여를 촉진하는 주요한 요소로, 결혼이주여성의 사회참여에서는 공동체의식이 함께 논의되어야 할 것이다.
이 연구는 결혼이주여성의 공동체의식이 지역사회 참여에 어떠한 영향을 미치는지 실증적인 분석을 통한 정책적 시사점을 제언하고자 한다. 이러한 연구목적을 위하여 수도권 지역에 거주하는 결혼이주여성을 대상으로 설문조사를 실시하였다.
연구결과 결혼이주여성의 공동체의식과 지역사회참여는 유의미한 영향관계가 있는 것으로 나타났다. 구체적으로 친교형 참여에는 정서적 친밀감이 유의한 부(-)의 영향을 미쳤으며, 통제변인인 거주기간의 경우 유의한 부(-)의 영향을 미쳤다. 둘째, 교육문화형 참여에서는 구성원의식이 유의한 정(+)의 영향을 미쳤고, 자녀 유무와 거주기간이 유의한 정(+)의 영향을 미치는 것으로 나타났다. 셋째, 시민활동형 참여에서는 충족감이 유의한 부(-)의 영향을 미쳤다. 통제변인인 거주기간과 한국인 실력의 경우 유의한 부(-)의 영향을 미쳤다. 넷째, 정책참여형 참여에서는 구성원의식이 유의한 정(+)의 영향을 미쳤고 통제변인인 거주기간과 한국어 실력의 경우 유의한 부(-)의 영향을 미쳤다.
마지막으로, 투표 참여의 경우에 공동체의식의 구성요인 모두 통계적으로 유의하지 않았고 통제변인인 한국 국적은 유의한 부(-)의 영향을 미치는 것으로 나타났다. 이러한 연구 결과를 통해 지역사회 활동 유형에 따라 영향을 주는 공동체의식의 구성요인이 다르게 나타나고 있음이 밝혀졌으며, 결혼이주여성이 지역사회에서 구성원으로서의 의식을 가지고 있을 때 긍정적인 참여로 이어질 수 있다는 것을 확인하였다.
이 연구는 첫째, 결혼이주여성을 대상으로 공동체의식의 수준을 알아보고, 공동체의식과 지역사회의 영향관계를 분석하였다는 점에서 의의를 가진다. 둘째, 결혼이주여성이 거주하고 있는 실질적인 공간인 지역을 중심으로 지역사회에서 일어날 수 있는 다양한 일상에서의 경험에 초점을 맞추었다는 점이다. 셋째, 지역사회 참여의 유형을 단지 봉사활동이나 사회단체 활동만이 아니라, 다양한 의사결정 과정의 참여를 포함하여 결혼이주여성의 정책 참여의 영역을 확장하였다는 데 중요한 의의가 있다.
이 연구의 정책적 시사점은 다음과 같다. 첫째, 결혼이주여성들의 상호작용을 촉진시킬 수 있는 사회적 관계 형성을 위한 교류 기회의 확대가 필요하다. 거주 지역에서 한국인과 결혼이주여성이 함께 교류할 수 있는 기회의 제공은 정서적 친밀감을 향상시키고 다양한 지역사회 참여로 확대될 수 있는 기반이 되므로 향후 지방자치단체에서는 한국인과 결혼이주여성의 사회적 관계 형성을 위한 프로그램 개발이 필요하다. 둘째, 구성원의식은 교육문화 활동과 정책참여 활동에 모두 정(+)의 영향을 미치는 중요한 구성요인으로 나타났으며, 결혼이주여성이 지역사회에서 구성원으로서 소속감을 느낄 수 있도록 다양한 단체 활동의 참여, 특히 정책 결정 과정에서 주체자로 참여 확대가 이루어질 필요가 있다. 셋째, 지역사회에서 충족감이 낮은 결혼이주여성들은 오히려 시민활동형에 참여하는 적극적인 모습을 보이고 있다. 이러한 결과는 결혼이주여성들의 참여에 대한 적극적인 의지를 보여주는 것이며, 현재 결혼이주여성을 대상으로 하는 정책들이 지역사회에서 충족되지 못하고 있는 모습을 보여준다. 따라서 향후 지방자치단체에서는 결혼이주여성의 필요를 충족할 수 있는 프로그램이 제공될 필요가 있다.
In a multicultural society where diverse members live together, there needs to be a change in the way married immigrant women are viewed as members of the society. Married immigrant women as members of society means that they are active subjects who participate in various activities in the local community.
Community participation for married immigrant women is a concept that includes participation in various community gatherings and activities as well as in the process of policy-making. Married immigrant women participate in the local community to establish relationships with community members, express opinions on
policies related to them, and play a role as members of the society through community participation. However, in discussing community participation of married immigrant women, studies until now have focused on specific types of participation such as volunteer activities and leisure activities and are limited in that the fail to discuss married immigrant women’s participation as people directly involved in policy. Therefore, in discussing community participation of married immigrant women, it is necessary to cover with importance their participation in the policy-making process along with their participation in other various community activities.
In order to invigorate married immigrant women's community participation, what is most important is their consciousness to participate as the subject of participation with an interest in society. Sense of community refers to a sense of closeness and belonging one feels as a member through interactions with various members in the community, and further a practical consciousness that leads to participation. The higher the sense of community, the more the members are interested in the problems of the local community and actively participate in activities for the development of the local community. It can be said that sense of community for
married immigrant women, in particular, is an important factor in forming of a sense of belonging in the country they have migrated to and in advancing toward participation in the migrant country. Therefore, in discussing marriage migrant women's community participation, sense of community should be discussed together as a major factor promoting interest in the local community and participation as members.
The aim of this study is to empirically investigate the effect sense of community has on community participation in married immigrant women. The main research question is, ‘What effect sense of community has on community participation in married immigrant women?’ The following subsidiary research questions were formulated considering the subdivided components of sense of community and the types of community participation.
1) What effect fulfillment of needs has on community participation (fellowship, education & culture, civic activity, policy, vote) in married immigrant women?
2) What effect membership has on community participation (fellowship, education & culture, civic activity, policy, vote) in married immigrant women?
3) What effect influence has on community participation (fellowship, education & culture, civic activity, policy, vote) in married immigrant women?
4) What effect shared emotional connection has on community participation (fellowship, education & culture, civic activity, policy,vote) in married immigrant women?
To achieve the aim of this study, a survey was conducted with married immigrant women living in a metropolitan area, and the survey responses of 210 immigrant women were analyzed.
As a result of analyzing the survey responses, it was found that there is a significant influence relationship between sense of community and community participation in married immigrant women. First, among the components of sense of community,shared emotional connection was found to have a negative effect
on fellowship participation. Resident period, which was considered as a control variable, was found to have a negative effect on fellowship participation. The findings indicate that married immigrant women with low shared emotional connection with a local community and those who have been living for a long period over
five years actively participate in fellowship-type activities. Second, among the components of sense of community, membership was found to have a positive effect on education & culture participation.
The status of children and residence period, which were considered as control variables, were also found to have negative effects on education & culture participation. Through these findings, it was confirmed that married immigrant women with high sense of membership and those with children and have been living for a
long period over five years actively participated in education & culture activities in the local community. Third, among the components of sense of community, fulfillment of needs was found to have a negative effect on participation in civic activities. Residence period and Korean language proficiency, considered as control variables, were also found to have negative effects on participation in civic activities. These findings indicate that married immigrant women who do not feel a sense of fulfillment from the local community and those who have been living for a long period over five years and have high Korean language proficiency participate actively in civic activities. Fourth, among the components of sense of community, membership had a positive effect on participation in policy affairs. Residence period and Korean language proficiency, considered as control variables, also had negative effects on participation in policy affairs. These findings indicate that married immigrant women with high sense of membership and those who have been living for a long period over five years and have high Korean language proficiency participate actively participate in policy affairs. Lastly, none of the components of sense of community showed a significant effect on vote participation, while Korean nationality considered as control variable was found to have a negative effect on vote participation. It was confirmed through these findings that married immigrant women who are permanent residents and have not acquired Korean citizenship participate more actively in local elections.
The research findings indicate that different components of sense of community take effect depending on the type of community participation and that forming a sense of membership among components of sense of community is a major factor that influences community participation.
The following implications are drawn from the research findings. First, in order to enhance the sense of shared emotional connection in married immigrant women, it is necessary to expand their opportunities for exchanges that form social relationship. Providing opportunities that allow married immigrant women to interact with Korean people as members living in local communities especially improves their sense of shared emotional connection and lays the foundation for them to engage in various local community activities in the future. Second, it is necessary to have civic education that can form a sense of membership in married immigrant women. Through civic education, married immigrant women are provided with information that allow them to participate in policy-making processes along with opportunities to form the identity as members of the local community. Third, policies that fulfill the needs of married immigrant women should be provided in local communities. The research findings showing that married immigrant women with low sense of fulfillment of needs participate in civic activities suggest that married immigrant women are not satisfied with the policies intended for them in the local communities. Therefore,local governments need to provide policies that reflect the needs of married immigrant women by expanding their participation in policy-making processes.
