Many studies of US-Chinese security competition have evaluated the explanations for the possibility of fierce competition for security and prospected war-like conflicts between the US and China. They have argued that the rise of China increases its capability and ambition to challenge to the US hegemony in the region finally. Unlike some of the previous studies on the main causes of security competition between the two great powers that verify the importance of guaranteeing survival or achieving hegemony in world politics, this dissertation tries to demonstrate how important national interests are to security competition between great powers during peacetime. Threat assessment and military strategy are mainly investigated as critical variables to support the argument of this dissertation.
This study answers the causes of the security competition between the US and China in the East Asian Seas as the ultimate objective of the two great powers to achieve naval mastery in the region. On the one hand, the US will continue to secure its global access and its influence in the region. On the other hand, China will try to deny the access of the US to decrease the regional influence and conversely, increase China’s influence. In other words, both states intend to deny each other access in the region. The US is attempting to contain China while China is attempting to expand its maritime activities to
avoid such containment. This is a typical “one bed, different dreams” phenomenon.
This study argues that economically and militarily, the incumbent global power, the US, and the challenging power regarding to economic and military power, China, are more likely to compete for their own national interests and security and so forth. The US and China are prepared to compete with each other since they have considered each other as a practical threat for being a maritime great power in the East Asian Seas. It is notable that the level of US-Chinese security competition over the East Asian Seas has been changing. Security dilemma is changing into power competition and the competition is expected to intensify. Thus, the East Asian Seas will be a contested zone for a while between the US and China with naval forces playing significant roles.
Based on the analysis presented in this study, East Asia’s maritime security environment is expected to be unstable for quite some time. The US and China’s naval security competition will worsen the maritime security environment in East Asia and maritime conflicts in East Asia are directly connected to Korea’s maritime security. Having these situations in mind, this study offers several policy recommendations for preparing an optimum naval strategy and enhancing ROK naval forces in the future.
지금까지 미ㆍ중의 안보 경쟁에 관한 연구는 주로 미국과 중국의 군비 증강 및 치열한 경쟁과 이로 인한 양국의 전쟁 가능성을 다루고 있다. 중국의 경제적 성장과 급격한 군사력 증강을 바탕으로 결국 중국이 미국의 패권에 도전할 수밖에 없다는 현실주의적 설명이 그 주를 이룬다. 현실주의 학자들의 주장과 같이 강대국은 국가의 생존 및 패권적 지위를 위해 끊임없이 경쟁한다는 것이다. 본 논문은 기존의 전쟁 가능성을 예측하는 형태의 연구와는 달리 평화 시 국가이익을 확보하기 위한 강대국의 실질적인 군사전략 및 그 운용에 주목한다. 현실주의 이론 중 ‘안보 딜레마’ (security dilemma)와 ‘힘의 경쟁’ (power competition)을 통해 미ㆍ중의 안보 경쟁을 분석한다. 미국과 중국이 상호 위협을 어떻게 평가하는지, 그리고 국가 안보를 위한 군사전략을 어떻게 수행하는지는 두 강대국 간 안보 경쟁을 설명하는 데 있어 중요한 요인이다.
본 논문은 특히 동아시아 해양을 배경으로 미국과 중국이 우세적인 해군력을 확보하기 위해 벌이는 해군 안보 경쟁에 주목한다. 미국과 중국의 직접적인 갈등이 동아시아 해양에서 해군전력에 의해 발생한 사실은 미ㆍ중 해군전략과 해군력 증강에 관한 분석의 필요성을 잘 설명해준다. 미국은 세계적 수준의 국가 영향력을 동아시아에서 지속적으로 발휘하고자 한다. 한편 중국은 동아시아에서 미국의 간섭을 피하면서 자국의 영향력을 확대하려 한다. 즉, 미국은 동아시아를 넘어 대서양 및 태평양 등 대양으로 진출하고자 하는 중국의 해군력 증강을 막고자 하는 반면, 중국은 미국의 견제를 피해 중국 본토 주변 해역에서부터 먼 바다로까지 해양 활동을 확대하고 이를 지원하기 위한 해군력 증강에 주력한다. 같은 곳에서 각기 다른 국가이익을 추구하는 전형적인 ‘동상이몽’의 현실이다.
본 논문이 궁극적으로 주장하는 바는 현재 세계적 강대국인 미국과 경제 및 군사적으로 미국의 위상에 도전하는 중국의 국가이익이 상충되며, 양국의 갈등이 동아시아 해양에서의 해군 안보 경쟁으로 나타나고 있다는 것이다. 주목할 점은 동아시아 해양에서의 미ㆍ중 해군 안보 경쟁이 다소 방어적인 특성의 ‘안보 딜레마’ 수준에서 공격적인 형태의 ‘힘의 경쟁’으로 악화되고 있으며, 이로 인해 동아시아 해양이 미국과 중국의 경쟁의 장으로 변하고 있다는 사실이다.
미ㆍ중 양국의 본격적인 해군 안보 경쟁은 동아시아 해양안보의 불안정성을 야기하고, 결과적으로 동아시아 해양의 안보 환경이 당분간 불안정한 상태로 지속될 것으로 전망된다. 미ㆍ중의 해군 안보 경쟁과 동아시아의 해양안보는 한국의 해양안보에도 직접적인 영향을 미친다. 본 논문은 이러한 상황을 인식하고, 한국 해군이 준비해야 할 전략과 미래 한국 해군력을 증강하기 위한 정책방향에 대해 제언한다.
