Permanent-rental-housing is regarded as a social stigma or a cause of various social problems, as facilities and residents are aging. So The purpose of this study is to convert Permanent-Rental-Housing into Developed-alternative-housing, which is can be applied to Permanent-rental-housing and suitable for low-income elderly to alleviate the problems of Permanent-rental -housing.
This article consists of five chapters. In chapter I, there is an examination of the government support for the elderly welfare programs and the Remodeling policy. Chapter Ⅱ deals with an investigation into Policy limits and possibilities. Chapter Ⅲ presents Alternative-housing that is can be applied to Permanent-rental -housing, investigating the characterization of Developed-Alternative-Housing for elderly people. In chapter Ⅳ, there is an investigation into the impact of low-income elderly by In-depth analysis on the selected alternative housing. Finally, there is a solution to the problems of Permanent-rental -housing in various way, that is what the housing needs to convert.
The programs for elderly supported by government are Social Welfare Programs, Home Improvement Projects, Remodeling Policies and so on. These are supporting for Residents' Welfare, and renovation and development in the Apartment complex. In particular, Starting this year "Long-term public rental housing of Tenant Act" which is performed as a part of the remodeling policy have shown the possibility of remodeling and reconstruction projects by the government financial support.
In this article, I divided characterizations of Developed alternative housing for elderly people, that is can be applied to Permanent-rental -housing, into the 3 types; Only Senior housing, Service shared housing, and complex Housing.
It is better for the elderly who are highly dependent to live in complex Housing. By the way, Considering that the majority of the Permanent rental housing residents are low-income people, Service shared housing (Co-Housing) is the best alternative. Because this housing helps the residents to share the financial burden by working jointly, and to have productive works such as administration of the housing and the communal farm in the site.
Based on the above studies, I makes a case study on 18 kinds of Co-housing complex in order to find how much Co-Housing would influence the low-income elderly. As a result, it is founded out that Co-Housing of Physical components and Residents' lifestyles meets the needs of low-income elderly, interacted with various programs, building design, and participation policies.
Through the above analysis, it is shown that Co-Housing of Physical components are lots of differences to Permanent-Rental-Housing. On the basis of this data, I compare and analyze the influence Co-Housing and Permanent-Rental-Housing of Physical components on low-income elderly. In the end, I find out the problems of Permanent-Rental-Housing and the conditions for conversion to Co-Housing.
The result of the analysis is this; In the case of Permanent-Rental-Housing, the outer space community is activated by Pedestrian circulation and Indoor facilities in Temporary supply method is provided. Besides, APT.Unit in the individual lifestyle is provided.
On the other hand, in the case of Co-Housing, the outer space community is activated through Transition and contact spaces with the Indoor facilities ,which can be always used, and have APT.Unit under sharing lifestyle. The differences between these physical components impact to the residents on Economic, Community, Accessibility, and Convenience.
So, If Permanent-Rental-Housing is remodeled with the physical components of Co-Housing, as a way to overcome the problems, it would meet the needs for low-income elderly.
Not did overcome all the problems through the study but I see the possibilities that some of them is overcome. That is why we should continue to study on solving the ultimate social stigma as well as existing problems.
본 연구의 목적은 시설의 노후화 및 거주자의 고령화 현상으로 사회적 낙인화의 대상 일 뿐 아니라, 다양한 사회문제의 온상으로 취급받고 있는 영구임대주택의 문제를 완화시켜주는 방안을 제시함에 있어, 영구임대주택에 적용 가능하고, 저소득 고령자에 적합한 선진국형 대안주택으로의 전환을 모색하는데 있다.
이를 위하여, 정부지원의 고령자 복지프로그램과 리모델링 정책을 검토하여 정책의 한계성과 가능성을 알아보았고, 선진국의 고령자대안주택의 특성분석을 통해 영구임대주택에 적용 가능한 대안주택을 찾아보았다. 또한 설정한 대안주거의 심층 분석을 통해서 저소득 노인에게 끼치는 영향을 다각적으로 검토하고 영구임대주택의 전환에 필요한 부분 즉, 문제점을 완화시켜주는 방안을 검토하였다.
정부지원의 고령자 복지프로그램으로는 사회복지프로그램, 주택개량사업, 리모델링정책 등이 있었으며, 위의 프로그램은 여가, 교육, 건강, 소득 등의 거주자복지지원과 시설 노후화에 대한 개ㆍ보수 및 개발 등을 지원하고 있다. 특히, 올해부터 시행되는 리모델링 정책의 일환인 “장기공공임대입주자 삶의 질 향상 지원법”은 기존의 리모델링 정책과 차별되는 실질적인 방안을 제시하고 있어 정부의 재정지원을 통한 리모델링 및 재건축사업의 가능성을 보여주었다.
영구임대주택에 적합한 선진국의 고령자 대안주거의 특성분석에서는 노인전용주택, 서비스공유주택, 복합형 등 3가지 유형으로 구분하여 분석하였고 각 유형별 특성은 다음과 같다.
노인전용주택은 경제성, 편의성 등 모든항목에서 불리한 것으로 나타났으며, 복합형은 의존도가 높은 노인이 생활하기에는 유리했지만 중산층 대상으로 하는 시설이므로 경제성에서 불리하였다. 따라서 영구임대주택의 거주자가 저소득층이란 것을 고려하면 서로 협력을 통하여 경제적인 부담을 나눌 수 있고, 단지 관리 및 텃밭 운영 등 생산적인 일이 가능한 “서비스 공유주택” 즉 코하우징이 저소득층을 위한 주거시설로는 바람직한 것으로 분석되었다.
위의 연구를 기반으로 코하우징이 저소득노인에게 끼치는 영향에 대해서 자세히 분석하기위하여 18개의 코하우징 단지를 사례조사 하였다. 조사결과 코하우징의 물리적 구성요소와 생활방식이 단지의 다양한 프로그램, 계획기법 및 참여정책과 상호작용하여 저소득 노인의 필요사항을 충족하고 있는 것으로 나타났다.
위의 분석을 통해 영구임대주택과 코하우징의 물리적 구성요소가 많은 부분이 상이하다는 것을 파악할 수 있었다. 따라서 전환에 대한 연구를 하기 위하여 영구임대주택과 코하우징의 물리적 구성요소가 저소득노인에게 끼치는 영향을 비교분석하여 영구임대주택의 문제점을 밝히고, 전환에 필요한 부분을 알아보았다.
분석결과, 영구임대주택은 보행자동선을 통해 외부커뮤니티 활성화, 일시적 공급방식의 내부편의시설 제공 및 개별생활방식의 단위세대를 구성하고 있었다. 반면 코하우징은 전이공간과 접점공간 계획을 통해 외부커뮤니티 활성화, 다양한 프로그램과 더불어 상시적 이용방식의 내부편의시설 제공 및 공유생활방식이 적용된 단위세대를 갖고 있었다. 위와 같은 물리적 구성요소의 차이점은 거주자가 생활하는데 경제성, 공동체성, 접근성, 편의성 등에 많은 영향을 준다.
따라서 영구임대주택의 문제를 극복하기 위한 방안으로써, 코하우징의 물리적 구성요소 확보를 위한 단지의 리모델링 계획을 한다면, 단지의 문제 극복과 더불어 저소득 노인에게 필요한 부분을 충족할 수 있을 것이다.
본 연구를 통해서 모든 부분의 문제를 해결할 수는 없을 것이나, 일부분은 극복 가능성을 볼 수 있었다. 따라서 향후 점진적인 실험 및 연구를 통해서 기존의 작은 문제와 더불어 궁극적인 문제인 낙인화 등을 개선하기 위한 연구가 계속되어야 할 것이다.
