최근 전반적인 사회변화를 시작으로 주택시장에도 새로운 변화가 일어나고 있다. 다양한 현대사회 문제를 공동체를 통해 해결하고자 하는 움직임이 나타나기 시작하였으며, 그 결과의 하나로 거주자 간 소통과 공유를 기반으로 한 '공동체주택'이 등장하였다. 공동체주택의 사회적 관심도가 높아지면서 민간과 공공에서 공동체주택의 확산과 보급을 본격화하고 있다. 주택시장의 다양성 측면에서 새로운 주거유형의 등장은 바람직하나, 그동안 우리의 주택시장이 공급 위주의 양적 접근으로 획일화된 주거문화를 양산하고, 컨텐츠와 소프트웨어의 부족으로 기존의 주거공동체 시도들이 지속성을 갖지 못했던 점을 감안하면, 앞으로의 주택시장은 '공급'이 아닌 '지속'의 문제가 더욱 중요하다.
이러한 배경 하에, 새로운 주거문화의 가능성을 보여 주고 있는 공동체주택의 지속가능성 증진을 위해 타당하고 신뢰할 수 있는 공동체주택의 지속가능성 평가모형을 구축하는 것이다. 평가도구를 개발하고, 이를 실제로 적용하여 실용성을 검증하고, 마지막으로 적용된 평가 결과를 바탕으로 공동체주택의 지속가능한 발전 방향을 제안하고자 하였다.
본 연구는 공동체주택의 특성이 반영된 지속가능성 평가모형을 개발을 위해 평가항목 도출, 평가항목 타당성 구축, 평가모형 가중치 산정, 평가모형 적용의 네 단계로 이루어졌다. 첫 단계인 평가항목 도출단계는 지속가능성 평가모형 개발을 위한 사전 단계로서 문헌 연구와 거주자 FGI로 구성된다. 문헌연구에서는 국내외 주거환경의 지속가능성 관련 문헌 및 선행연구를 분석하여 공동체주택의 지속가능성 평가를 위한 예비 평가항목을 도출하였다. 도출된 예비평가항목으로 구성된 반구조화된 설문지를 활용하여 16명의 공동체주택 거주자들을 대상으로 포커스그룹 인터뷰를 실시하였으며, 이를 통해 실제 현장 관점에서의 평가항목으로 수정·보완 하였다. 두 번째, 평가항목의 타당성 구축단계에서는 전문가 23명을 대상으로 3차(round)에 걸친 델파이조사를 진행하였으며, 평가항목의 분류체계의 적절성 및 중요도 평가, 전문가의 개방형 의견 수집, 평가 문항의 타당성 평가를 진행하였다. 세 번째, 평가항목의 가중치 산정 단계에서는 계층화분석(AHP)을 통해 지속가능성 평가항목의 상대적 중요도를 산정하고 가중치값을 적용하여 우선순위를 도출하였다. 마지막 단계인 평가모형 적용단계에서는 실제 거주자들을 대상으로 최종 개발된 평가모형을 적용함으로써 도구의 실용성을 확인하고, 공동체주택의 현황 분석 및 지속가능성 증진을 위한 방안을 논의하였다.
이러한 단계별 연구 결과를 바탕으로 본 연구의 결론은 다음과 같다.
첫째, 평가항목 도출에 있어 Top-down 접근(문헌분석)과 Bottom-up 접근(거주자 FGI)의 다각도적 분석을 통해 공동체주택의 특성이 반영된 다양한 예비평가항목을 도출하였다. 평가항목들의 통합, 분리, 재분류과정을 통해 평가모형의 기초적인 틀을 구상하였다. 특히, 거주자 FGI를 통한 예비항목의 수정 보완은 실제 공동체주택에 거주하고 직접 운영·관리에 참여하는 실 거주자들을 통해 이루어진 것으로, 현장에서 공동체주택의 생활 및 운영·관리에 있어 중요하게 간주되는 항목들이 대부분 포함되었다. 이러한 과정을 통해 기존의 문헌분석의 틀을 벗어난 실질적인 평가항목을 도출하였다.
둘째, 예비 평가항목을 바탕으로 3차례에 걸친 전문가 델파이 조사를 통해 타당성 있는 평가모형을 구축하였다. 최종 개발된 평가모형은 3개 분야, 10개 평가 영역, 35개 평가항목으로 구성되었다. ‘사회적 지속가능성’ 분야는 ‘커뮤니티 공간’, ‘커뮤니티 활동’, ‘커뮤니티 운영’, ‘공동체 의식’ 등 4개 영역의 총 15개 항목으로 구성되었으며, ‘경제적 지속가능성’ 분야는 ‘적정 주거비’, ‘공유 경제’ 등 2개 영역에 걸쳐 6개 항목으로 정리되었다. ‘물리·환경적 지속가능성’ 분야는 ‘입지 및 교통’, ‘공간 계획’, ‘공간 쾌적성’, ‘유지 및 관리’ 등 4개 영역에 걸쳐 총 14개 항목으로 구성되었다. 이상의 평가항목을 바탕으로 실제 거주자들이 현장에서 활용 가능하도록 설문 문항의 형태로, 타당성이 검증된 평가 문항을 도출하였다. 최종 도출된 평가모형은 사회적 지속가능성 분야에 가장 무게를 두고 있으며, 물리·환경적 분야에서는 환경적 측면보다는 물리적 공간 측면의 항목들이 많이 도출되었다. 이처럼 기존의 지속가능성 평가항목 및 체계를 넘어서 공동체주택 관점에서의 새로운 시각으로 평가모형을 접근하였다.
셋째, 지속가능성의 패러다임 변화와 공동체주택의 내재된 특성으로 인해 지속가능성을 접근하는 관점에 있어 유의미한 논의점을 도출하였다. 델파이 조사 과정에서 가장 논의가 많았던 영역은 ‘사회통합’으로 용어가 가진 추상적이고 포괄적인 특성으로 인해 보는 관점에 따라 상충되는 부분이 있었다. 사회통합은 지역적, 거시적, 정책적 차원에서는 필요한 영역이나, 공동체 내부를 중심으로 접근할 경우 동질성을 기반으로 공동체의 결집력이 강화되기 때문이다. 사회자본 관점에서 살펴보면, ‘공동체 의식’은 특정 집단 내 결속형 사회자본, ‘사회통합’은 집단 간 교량형 사회자본으로 볼 수 있다. 이 두 가지 요소는 때로 상충하며, 동시에 갖추는 것이 어렵기 때문에 단계를 가지고 접근할 필요가 있다. 공동체주택의 경우에도 일차적으로는 공동체 구성원 내부의 결속을 바탕으로 신뢰가 구축된 이후에 이차적으로 다양한 계층의 혼합, 지역과의 연계, 지역 커뮤니티 활성화 등 결속형에서 연계형으로 시차를 갖고 발전할 수 있도록 지원할 필요가 있다. 또한, ‘소득 증대 및 유지’, ‘자족적 경제공동체’와 같이 소득 창출형 경제적 항목의 경우 이상적이기는 하나 현실 적용 가능성이 낮기 때문에 평가항목에 추가하는 데 이견이 많았으며, ‘환경 및 에너지’ 영역은 지속가능성에 있어 상징적인 영역이지만 공동체주택 지속가능성의 실질적 평가에 있어 우선순위가 낮은 것으로 나타났다.
넷째, 가중치 조사를 통해 평가모형의 세부 영역 및 항목별로 고유의 가중치 값을 부여함으로써 평가모형의 계층적 구조 안에서 개별 항목들의 우선순위 비교가 가능하도록 하였다. 이는 공동체주택의 지속가능성 증진을 위해 우선적으로 논의하고 적용할 수 있는 영역 및 항목을 모색하고 활용하는 데 중요한 역할을 할 수 있다. 사회적, 경제적, 물리·환경적 분야에서 가장 높은 가중치를 보인 분야는 사회적 지속가능성 분야로 과반의 가중치 점수를 나타냈다. 지속가능성을 거시적으로 접근할수록 친환경적인 측면과 경제적 시스템에 중점을 둘 수 있지만, 본 연구에서는 사람들의 삶이 이루어지는 휴먼생태계를 대상으로 하였기 때문에 특히 사회적 지속가능성이 갖는 함의가 크다. 세부항목에 있어 가장 높은 가중치를 보인 항목은 초기입주비용의 적정성과 주거비 절감과 같은 경제적 측면의 항목들로 나타났다. 환경 보존과 여성의 가사노동 절감 등 해외 코하우징의 생성 배경과는 달리 우리나라 공동체주택의 생성 배경은 주거비용 부담 상승이라는 경제적 부분의 비중이 크다. 따라서 공동체주택이 지속가능성을 갖고 정착 및 확산되기 위해서는 주거안정에 필요한 적정 주거비가 매우 중요하다.
다섯째, 평가모형을 활용하여 실제 거주자를 대상으로 평가를 함으로써 지속가능성 관점에서 공동체주택의 현황을 분석하였으며, 중요도와 평가 결과를 종합하여 추후 지속가능성 증진을 위해 우선적으로 논의되어야 할 항목들을 도출하였다. 공동체주택의 지속가능성 평가 결과 전체적인 평가 점수는 3.65점(5점 기준 백점 환산점수: 71.2점)으로 비교적 높게 나타났다. 각 분야별로는 경제적 지속가능성이 가장 높게 평가되었으며, 그다음으로 사회적 지속가능성, 물리·환경적 지속가능성 순으로 나타났다. 경제적 지속가능성 평가 점수가 높은 것은 전세가 폭등 및 매매가 상승으로 인한 주거비용 부담 가중이 공동체주택 생성 배경이라는 점과 연결하여 해석해볼 수 있으며, 적정 주거비에 대한 거주자의 요구가 공유를 통해 일정 부분 실현되고 있다고 할 수 있다. IPA 분석 결과, 중요도는 높으나 실제 평가 점수가 낮아서 가장 우선적으로 개선되어야 하는 항목으로 ‘커뮤니티 공간의 활용도’, ‘커뮤니티 프로그램의 활성화’, ‘공동체 교육 제공’, ‘갈등관리 지원’, ‘거주자 간 협력 프로그램 활성화’, ‘대중교통 및 생활 SOC 접근성’, ‘단위 세대 적정 면적’, ‘수리 및 하자보수 용이성’ 항목 등으로 나타났다. 특히, ‘공동체 교육’과 ‘갈등관리 지원’ 항목은 지속가능성 평가항목 중 가장 낮은 점수를 보인 항목으로, 장기적인 관점에서 거주자들 간 관계 개선 및 증진과 관련된 소프트웨어적 측면에 대해 다양한 논의와 적극적인 지원이 필요할 것으로 사료된다.
본 연구는 다양한 차원의 전문적 관점과 의견을 평가모형으로 통합하여 결과물을 도출하였으며, 현장 밀착형 연구를 통해 공동체주택의 특성을 반영한 맞춤형 평가모형을 제안하였다는 데 연구의 가치가 있다. 이는 현장 적용이 용이한 형태로 개발되어 실제 거주자들이 자발적이고 능동적으로 자체적인 점검을 위해 활용될 수 있으며, 공동체주택에 관심이 있는 예비 입주자들에게 공동체주택의 계획 방향을 잡는 데 도움을 줄 수 있다. 또한, 본 연구는 거주자 중심의 주거정책 전환이 필요한 시점에 정책적 추진방향과 시대적 요구에 부합하는 시의성 있는 대상을 주제로 하여 사회적, 경제적, 물리·환경적 측면의 종합적 진단이 가능한 평가툴을 제안함으로써 정책적 측면에서도 의미 있는 기초자료로 제공될 수 있으리라 기대된다.
New changes are taking place in the housing market, starting with recent general social changes. The movement to solve various modern social problems through community has appeared, and as one of the results, ‘Community housing’ has emerged based on communication and sharing among residents. As social interest in community housing increases, the spread and dissemination of community housing in the private and public sectors is in earnest. The emergence of new housing types is desirable in terms of housing market diversity, but given that, in the meantime, our housing market has produced a uniform housing culture with a supply-oriented quantitative approach and that existing attempts of residential community have not had continuity due to lack of content and software, the issue of “sustainment” rather than “supply” is more important in the future housing market.
Against this background, the purpose of this study was to develop a valid and reliable sustainability assessment model for community housing to promote the sustainability of community housing and that shows the possibility of a new housing culture. In short, the assessment tool was developed, practically applied to verify its practicality, and finally, a direction for sustainable development of community housing was proposed based on the evaluation results.
In this study, the research consists of four stages for the development of a sustainability assessment model that reflects the characteristics of community housing: derivation of assessment items, building the validity of assessment items, calculating the weight of the assessment items, and application of the assessment model.
The first stage was to derive the assessment items, which is a preliminary step for the development of a sustainability assessment model. It consists of literature review and resident Focus Group Interview (FGI). From the literature review, pre-assessment items are derived to assess the sustainability of community housing by analyzing relevant literatures and previous domestic and foreign research. An FGI was conducted for sixteen. residents in community housings by using semi-structured questionnaires consisting of the derived pre-assessment items. Through this, the assessment items were modified and supplemented from the actual field perspective. The second stage was to build the validity of the assessment items. In this stage, a three-round Delphi survey was conducted with 23 experts. Through the Delphi survey, the assessment of the appropriacy of the classification system and importance of the assessment items, collection of open expert opinions, and evaluation of the validity of assessment questions were conducted. The third stage was to calculate the weight of the assessment items. In this step, the Analytic Hierarchy Process (AHP) was used to calculate the relative importance of the sustainability assessment items and to prioritize them by applying weight values. The final stage was to apply the final development model to actual residents of community housing. Through this, the practicality of the tool was confirmed, the current situation of community housing was analyzed, and the ways to improve sustainability were discussed.
The conclusions of this study are as follows.
First, a variety of pre-assessment items, reflecting features of community housing, were derived by multi-directional approaches: top-down (literature review) and bottom-up (resident FGI) analyses. A basic frame for an assessment model was organized by a procedure of integration, separation, and reclassification of the assessment items. In particular, the modification and supplementation of the pre-assessment items through resident FGI were made by actual residents living in community housing and participating in operation management, and most of the items considered important in the living, management, and operation of community housing on-site were included. Through this process, a practical assessment item was derived outside the framework of the existing literature analysis.
Secondly, an assessment model with validity was constructed by conducting a three-round expert Delphi survey on the basis of the pre-assessment items. The finally developed assessment model consists of three fields, ten assessment areas, and thirty-five assessment items. The social sustainability field consists of a total of fifteen items in four areas: community space, community activity, community operation, and sense of community. The economic sustainability field consists of a total of six items in two areas: appropriate housing expenses and shared economy. Lastly, the physical & environmental sustainability field consists of a total of fourteen items in four areas: location and transportation, spatial planning, spatial comfort, and maintenance and management. Based on the above assessment items, the relevant assessment questions were derived in the form of questionnaires to be made available to actual residents on-site. The ultimate assessment model was mostly focused on social sustainability. In the physical & environmental field, the items of physical space were relatively more derived compared to the environmental aspects. Beyond the preexisting assessment items and systems for sustainability, a new insight into the assessment model was suggested for the community housing system.
Third, due to the paradigm shift in sustainability and the inherent nature of community housing, significant discussion points were derived in terms of approaching sustainability. The most controversial topic in the Delphi survey was “social integration”, which has some conflicting perspectives due to the abstract and comprehensive nature of the terminology. This is because social integration is necessary in the local, macroscopic, and policy aspects, but community cohesion is strengthened based on homogeneity when approached from the inside of a community. From the viewpoint of social capital, “sense of community” is defined as bonding social capital within a specific group, and “social integration” implies bridging social capital. Sometimes the two factors are in conflict and can not exist at the same time, which means gradual steps are required. For community housing, the first step is to build confidence among the community members and the second is to support a transition from bonding to bridging type through the integration of a variety of classes, connection to the local community, and activation of the local community. In addition, for income-generating economic items such as “increasing and maintaining income” and “self-sufficient economic community”, there were many different opinions on adding them to the assessment items, because they are ideal concepts but unlikely to be applied in reality. Although the area of “environment and energy” is a symbolic area for sustainability, it showed a low priority in the practical assessment.
Fourth, by deriving unique weight values for each areas and item of the assessment model through weighting, it is possible to compare the priority of each item within the hierarchical structure of the assessment model. This can play an important role in searching for and utilizing areas and items that can be discussed and applied first in order to enhance the sustainability of community housing. The highest weighted field among the social, economic, and physical & environmental sustainability fields was social sustainability, which showed a majority of the weighting score. While a macro approach can focus on eco-friendly aspects and economic systems, the implications of social sustainability are especially high in this study, as it targets the human ecology in which people live. The detailed items showing the highest weighting factor were the items in economic sustainability, for instance, “appropriate initial housing costs” and “reduction of housing expenses”. Unlike the motivation for foreign cohousing, such as environmental protection and reduction of women’s housework, the main reason behind the creation of community housing in Korea was the economic problems caused by the rising burden of housing costs. Therefore, appropriate housing costs for housing stability are very important for community housing to be established and spread with sustainability.
Fifth, by using the assessment model to conduct the assessment on actual residents, the current status of community housing was analyzed from the perspective of sustainability, and the items that should be discussed first for the improvement of sustainability were derived by combining the importance and assessment results. An average grade regarding the sustainability of community housing was 3.65 (100-point conversion score: 71.2), which was relatively high. In each field, economic sustainability was ranked the highest, followed by social sustainability, then physical & environmental sustainability. High scores in the economic sustainability field could be explained by the main reason for the emergence of community housing in Korea: skyrocketed Jeonsei (housing lease price) and housing sales prices increase the burden of housing expenses. It can be interpreted that residents’ needs for appropriate housing expense are being partially realized through “sharing”.
As a result of the IPA analysis, the items that should be improved first due to their high importance but low actual score were as follows: “utilization of community spaces”, “activation of community programs”, “community education”, and “conflict management support” in the social sustainability field; “activation of cooperative programs among residents” in economic sustainability; and “transportation and SOC accessibility”, “appropriate area for each household”, “ease of repair and defect-repair” in physical & environmental sustainability. In particular, “community education” and “conflict management support” items are the lowest points among the sustainability assessment items. In the long term, discussion of and active support for software aspects related to improving and enhancing the relationship between residents, such as the listed items, are required.
This study is valuable in that the results were derived by integrating various levels of professional views and opinions into an assessment model, and a customized assessment model reflecting the characteristics of community housing was proposed through an on-site close study. The assessment tool has been developed in a form that is easy to apply in the field, which can be used by actual residents for voluntary and active self-inspection, and which can help prospective tenants who are interested in community housing to set a plan for community housing.
In addition, it is expected that this study could be provided as meaningful basic data from a policy perspective by proposing a comprehensive assessment tool for social, economic, and physical & environmental sustainability, focusing on subjects that meet the policy direction and needs of the times at a time when a transition to resident-oriented housing policy is needed.
