The purpose of this thesis is to examine the prospect for US-China cooperation from the perspective of liberalism. It focuses on security and economic issue on the basis of interdependence and international regime theory.
According to interdependence theory, situations characterized by reciprocal effects among countries or among actors in different countries lead to cooperation. And international regime also induces cooperation, which will be increased by spreading out information about others' behaviors, lowering transaction costs, thus reducing states' uncertainty and decreasing the possibility of being defected from others. In this thesis, these theories are applied to examine US-China cooperation.
To study US-China relations as a whole, US-China relations in historical context will be offered, including tension and cooperation, and then also examine each policy toward the other.
The common ground of policies between the two countries converged into anti-terrorism and North Korea issue. September 11 provided an opportunity for increasing cooperation between the United States and China because of the shared threat from militant Islamists. The North Korea problem is also one in which China and the United Sates have a strong incentive to cooperate, because a major conflict there would be very costly and dangerous to both. The United States and China share the goal of a diplomatic and peaceful resolution to North Korea problem.
Although two countries have some obstacles to their cooperation such as Taiwan issue, human right issue, different perception of Missile Defense problem and China threat theory, there are also increasing necessities to US-China cooperation due to the deepening economic interdependence and institutionalization of cooperation through international regime.
China is now the fourth-largest US trading partner. With a huge population and a rapidly expanding economy, China is a potentially huge market for US exporters. China also has become a major recipient of foreign direct investment (FDI), a key factor in its rapid economic growth. It is obvious that the expanding economic and trade exchanges between the two countries play a pivotal role in the development of the two countries.
China's entry into the World Trade Organization (WTO) and ASEAN Regional Forum (ARF) as a regional security in Asia-Pacific between the two countries mean that they are members of international regime, thus being more likely to cooperate in accordance with international regime theory. Security regimes provide an official forum in which by sharing and exchanging useful military information, actors can persuade each other of their respective military concerns and increase their understanding of each other's military position, and in the end, go in a more cooperative direction when dealing with the issues of national and regional security.
Deepening of their relations, the United States and China share increasingly important stakes in bilateral cooperation. China needs the understanding and support of the US to cope with the challenges of development and reform. It also needs US cooperation for its economic prosperity, security and peaceful management of the cross-Strait relations. The US needs the understanding and support of China to protect and advance its legitimate interests in the world.
As the largest developing country and the strongest developed country, China and the United States also have important roles to play in world affairs. Their cooperation is important and increasingly crucial for international efforts to cope with mounting challenges in maintaining international peace and stability.
