In today's globalized world, where communities are intricately linked and highly interdependent, unforeseen disasters occurring anywhere can have profound effects on international trade and global supply chains. For instance, the COVID-19 pandemic that began in 2020 led to a massive congestion in the Port of Shanghai, China, which holds the record for the world’s largest container throughput. This, in turn, triggered a global logistics crisis. Furthermore, the Russian-Ukrainian conflict that started in 2022 not only diminished global trade volumes but also significantly affected the procurement of essential raw materials and energy supply for certain industries. Disasters such as infectious diseases and wars, along with natural disasters like earthquakes, typhoons, and floods, are on the rise, often associated with climate change. Consequently, the scale and importance of humanitarian logistics supporting disaster-stricken countries and their populations are also escalating.
The purpose of this study is to identify the characteristics of humanitarian logistics, which differ from commercial logistics, and to derive implications through this analysis. To this end, we conducted a comparative analysis of the logistics systems and functional characteristics of two organizations – one domestic and one international – that are engaged in humanitarian logistics. To underscore the distinctions between commercial logistics and humanitarian logistics, we selected government agencies or international organizations with a strong emphasis on public service. As a Korean agency, we chose the Korea International Cooperation Agency (KOICA), which operates under the Ministry of Foreign Affairs and is primarily responsible for Official Development Assistance (ODA) programs. Additionally, LX Pantos, a domestic multimodal transport operator in Korea, was chosen due to its role in handling various aspects of humanitarian logistics for KOICA during the contract period. For the international organization, we selected UNICEF, a United Nations agency, known for operating the largest humanitarian logistics warehouse globally. We employed qualitative research methods, including interviews with representatives of the organizations and companies, to understand the logistics systems and functional characteristics in transport, storage, and packaging, and to identify the unique features of humanitarian logistics compared to commercial logistics.
After analyzing case studies from both organizations, common features of humanitarian logistics were identified, particularly in terms of constraints in the functional areas of transportation, storage, and packaging, and strategies to overcome these constraints. First, one of the characteristics that distinguishes humanitarian logistics from commercial logistics is the uncertainty of demand. Predicting demand for future disasters based on past and present data is impractical due to the unpredictable nature of such events. This unpredictable and irregular demand can lead to constraints in securing transportation space from shipping and airline companies. To address this, organizations may closely coordinate with airlines to charter special flights or even seek support from government agencies to use military transportation.
Secondly, humanitarian logistics is characterized by the inadequacy of the destination countries. Often, due to disasters, social infrastructures such as roads, airports, and ports in the destination countries are damaged, and there is a shortage of equipment and manpower needed for logistics tasks including loading and unloading. This creates constraints in inland transportation or last-mile delivery to the designated destinations. To overcome this, a variety of transportation modes are employed, sometimes even opting for routes that may incur additional costs and time. Additionally, the often-compromised security in disaster-stricken countries poses risks of damage, corrosion, or theft during storage and packaging. This necessitates stringent procurement standards and efficient warehouse operations, including specialized packaging.
Several key insights were derived from the differences in the humanitarian logistics systems of the two organizations. The first difference is in the operation of logistics centers; KOICA partially leases logistics warehouses from service providers on short-term contracts, while UNICEF operates more than 170 logistics centers worldwide at central, regional, and local levels. The second difference is in the level of involvement in the Work-In-Process (WIP) stage, which lies between upstream and downstream supply chains, where materials are received and processed into finished goods. KOICA is primarily involved in temporary storage and packaging for shipping, while UNICEF engages in assembling sets or kits from various small raw materials at its logistics centers.
Lastly, there is a difference in logistics outsourcing methods; KOICA uses 3PL (3rd party logistics) services, outsourcing all logistics aspects to domestic logistics companies selected through bidding, while UNICEF mainly utilizes 3PL services from global logistics companies for outbound transportation. For specific disaster responses, UNICEF builds closer, strategic partnerships through 4PL(4th party logistics) services to design an efficient supply chain tailored to UNICEF’s needs. These differences in the operation of logistics centers, involvement in the WIP stage, and logistics outsourcing methods hold significant implications for supply chain visibility and availability, which in turn affect accessibility to the destination.
To overcome the unique constraints that do not arise in commercial logistics, humanitarian logistics require stronger crisis response capabilities and flexibility. This is achieved by actively utilizing commercial logistics and forming specialized global supply chains in a mutually complementary relationship. Moreover, insights were gained regarding the significance of not only outbound areas and last-mile delivery but also the involvement in the inbound area and the WIP stage, including the operation of logistics centers, for the visibility, availability, and efficiency of the supply chain.
지구촌이 서로 긴밀히 연결되어 의존도가 높아진 국제화 시대에 전 세계에서 불시에 발생하는 재난은 국제무역과 글로벌 공급망에 중대한 영향을 미친다. 2020년 발발한 COVID-19 감염병은 컨테이너 물동량 세계 1위인 중국 상하이항을 적체시켜 글로벌 물류 대란을 일으켰고 2022년 시작된 러시아-우크라이나전쟁은 세계 교역량을 감소시켰을 뿐 아니라 특정 산업에 필요한 필수 원자재 조달과 에너지 공급에 큰 타격을 주었다. 감염병, 전쟁과 같은 인적·사회적 재난 뿐 아니라 지진, 태풍, 홍수와 같은 자연재난도 기후변화와 함께 지속적으로 증가하는 추세이며 이에 재난 피해국과 국민을 지원하는 인도주의 물류의 규모와 중대성도 증가하고 있다.
본 연구의 목적은 상업적 물류와 다른 인도주의 물류의 특징을 찾아내어 시사점을 도출하는데 있으며 이를 위해 국제적으로 인도주의 물자 지원을 수행하는 국내외 기관 2곳의 물류 체계와 물류의 기능별 특징을 비교 분석하였다. 국내외 기관으로는 상업적 물류와 다른 인도주의 물류의 특징을 두드러지게 하기 위해 공공성이 강조된 정부기관 또는 국제기구로 선정하였다. 국내기관으로는 외교부 산하 대외무상원조사업(ODA)을 전담하는 한국국제협력단(KOICA)과 용역계약 기간동안 협력단의 인도주의 물류 제반을 수행하는 국내 복합운송주선업체 엘엑스판토스(LX Pantos)를 선택하였고 국외기관으로는 세계에서 가장 큰 인도주의 물류창고를 운영하고 있는 국제연합(UN) 산하 국제기구인 유엔아동기금(UNICEF)를 선택하였다. 두 기관의 인도주의 물류 체계와 운송, 보관 및 포장에서의 물류의 기능별 특징을 파악하여 상업적 물류와 다른 인도주의 물류의 특징을 도출해내기 위하여 기관과 업체 관계자와 인터뷰를 통한 질적 연구방법을 사용하였다.
두 기관의 사례연구 결과를 분석하여 물류의 기능적 영역인 운송과 보관 및 포장에서의 제약(constraint)과 이를 극복하는 방안에서 공통된 인도주의 물류의 특징을 도출하였다. 첫째, 상업적 물류와 다른 인도주의 물류의 특징은 수요의 불확실성으로 미래에 발생할 재난에 상응하는 수요 예측이 불가능하다는 것이다. 불시에 불규칙적으로 발생하는 수요건은 선사와 항공사로부터의 스페이스 확보가 어려운 운송 부문 제약을 야기시킨다. 이를 위해 항공사와 긴밀히 협의하여 특별편 전세기를 편성하거나 정부 부처의 지원을 받아 군수송기를 사용하기도 한다.
둘째, 인도주의 물류에서는 도착지 국가의 불완전성이라는 특징이 있다. 재난으로 인해 도착지 국가는 도로, 공항, 항만 등 사회 시설이 손상되어 있으며 하역과 적재를 비롯한 물류 작업에 필요한 장비와 인력 등 물류 인프라가 열악한 점이 도착지 내륙운송 또는 지정목적지까지의 라스트마일(last mile) 적시운송에 제약을 가한다. 때문에 다양한 범주의 운송수단을 사용하며 때로 비용과 시간이 추가되는 우회경로라도 선택하게 된다. 또한 재난으로 인한 도착지 국가의 불완전한 치안 상태는 보관 및 포장 부문에서 물품의 파손, 부식, 도난의 위험을 야기하고 이는 엄격한 물품 조달 기준과 효율적인 창고 운영 및 재고 보관, 특수 포장을 요구한다.
한편 두 기관의 인도주의 물류 체계에서의 차이점을 통해 시사점을 도출할 수 있었다. 첫 번째 차이점으로는 자체 물류센터 운영여부로 협력단은 단기 계약의 용역업체 물류창고를 일부 임대한 형태이며 유니세프는 중앙, 광역, 지역 별 전 세계에 170여개의 자체 물류센터를 운영한다. 두 번째 차이점으로는 업스트림(upstream)과 다운스트림(downstream) 공급망 중간에 위치한 WIP(work in process)영역인 원자재 수령 이후부터 완제품으로 상품이 출고되기 전까지의 공정에서의 각 기관의 참여도 수준이다. 협력단은 선적을 위한 일시 보관과 포장 외 물품 공정 작업 개입이 없다면 유니세프는 소형의 다양한 원자재를 공급받아 한 개의 박스에 구성하는 세트 또는 키트(kit) 상품을 물류센터에서 자체 작업하는 등의 공정 작업이 존재한다.
마지막으로 물류 위탁방식의 차이점으로 협력단은 입찰을 통해 선정된 국내 물류업체에게 물류 제반 업무 전체를 위탁하는 3PL(3rd party logistics) 서비스를 이용하며 유니세프는 대게 아웃바운드(outbound) 운송 부분에서 글로벌 물류업체의 3PL 서비스를 이용하고 특정 재난에 대해서는 4PL(4th party logistics) 서비스를 통해 업체와 보다 긴밀히 협력하여 유니세프만의 효과적인 공급망을 구축한다. 이처럼 자체 물류센터 운영여부와 WIP 공정 단계에서의 참여도 그리고 물류 위탁방식은 공급망의 가시성과 가용성에 중요한 의미를 가지고 이는 결국 도착지 접근성에도 영향을 끼칠 것이다.
상업적 물류에서 발생하지 않는 특수한 제약을 극복하기 위해 인도주의 물류는 보다 강력한 위기대응성과 유연성이 요구되며 이를 위해 상업적 물류를 적극 활용하고 상호보완적 관계 속에서 특수한 글로벌 공급망을 형성한다. 또한 공급망의 가시성과 가용성, 효율성에는 아웃바운드 영역과 라스트마일 뿐 아니라 공급망의 첫 단추인 인바운드(inbound)영역의 자체 물류센터 운영과 WIP 공정 부문 개입도 의의가 크다는 시사점을 도출하였다.
