After the Cold War, the World-Order reveals as the form of the Capitalist World-System. It proves that the former USSR and the eastern socialist states are collapsed and incorporated into the Capitalist World-System entirely and voluntarily. Furthermore, China and Cuba remaining as socialist states in the world participate in the Capitalist World-System in order to survive.
So, all the states in the world are adapted and forced to survive in the capitalist World-System in the period of globalization. Particularly, weak states are adapted and forced to survive in the open world-market. In this context, weak states' foreign policy accords with 'the logic of open world-market', namely the economic logic of the Capitalist World-System. For example, almost every weak states' foreign policies invites foreign capital not to fall into the state bankruptcy.
In this context, Saudi Arabia's foreign policy also accords with 'the logic of open world-market' in order to survive in the Capitalist World-Order.
In this reason, this paper presents decision-making mechanism of the Saudi Arabia's foreign policy from the World-System.
The first chapter deals with the aim, the scope and method of this study.
The second chapter deals with macro-analysis of foreign policies which is understood from the World-System theory. In this chapter, the framework for the macro-analysis is made. Decision-making in foreign policy of a state is limited by the environmental factors of the World-System namely changing world-market and core state, and is accomplished by the dominant classes representing the interest of the bourgeoisie, and is practiced by the relative autonomy of the state.
According to the World-System theory, decision-making mechanism in foreign policy of a certain state is based on and acts with the capital accumulation, and this mechanism appears in accordance with the various forms of surplus capital and time and place which are affected by the Kondratieff cycles and Hegemonic cycles.
From this explanation, the new basic framework in order to study decision-making mechanism of Saudi Arabia's foreign policy, is made as the following.
Firstly, decision-making of Saudi Arabia's foreign policy is limited by the structure of the World-System and its environmental factors by the changing world oil market and USA. And it is also accomplished by the dominant classes with the bourgeoisie's interest of the state, like king, royal family, the capitalist and chiefs of tribes. And the foreign policy Decision-making of Saudi Arabia is practiced by the relative autonomy of the state in the Capitalist World-System.
Secondly, decision-making mechanism of Saudi Arabia's foreign policy in the World-System is based on and acts with the capital accumulation, and this mechanism appears in various types with forms of surplus capital which is derived from Oil Dollar which affected by Kondratieff cycles and Hegemonic cycles.
In the third chapter, in order to approach the framework of decision-making mechanism of Saudi Arabia and to analyze and appreciate decision-making mechanism of Saudi Arabia totally according with framework which made in the second chapter, the incorporation process of Saudi Arabia into the World-System is studied. In the first section, the incorporation process of Saudi Arabia including the Middle East area into the World-System and the backgrounds of state foundation are dealt. And in the second section, the situation of the state and political system of Saudi Arabia in the World-System are dealt.
And in the fourth chapter, foreign policy's basic factors such as environment factors which restrict Saudi Arabia's decision-making in foreign policy, is studied. So, the first section deals with external factors namely oil market in the changing world and the influence of USA and Palestine Causes. And the second section deals with factors which restrict Saudi Arabia's decision-making in foreign policy. As the internal factors, the king, the royal family, the bourgeoisie, the petty bourgeoisie and chiefs of tribes are dealt.
And in the fifth chapter, from the perspective of the structuralism the decision-making mechanism of Saudi Arabia's foreign policy is dealt. So, this chapter deals with the factors of decision-making mechanism in Saudi Arabia's foreign polices, and basic principles of foreign policy like factors of capital accumulation and security and regional hegemony. And the factors of decision-making like increased or decreased oil export, imported weapons, financial investment, investment for international organizations, inducement of multinational corporations, and performing of its foreign policies within Saudi Arabia's relative autonomy of the state are dealt. And according to the surplus capital, the types of decision-making mechanism in foreign policy like types of dependent-relative autonomy of the state, and active-relative autonomy of the state, passive-relative autonomy of the state are studied.
In conclusion, decision-making mechanism of Saudi Arabia's foreign policy is evaluated and explained. The type of dependent-relative autonomy of the state appears in the Kondratieff A phase and ascend phase of Hegemonic cycle. And the type of active-relative autonomy of the state appears in the Kondratieff B phase and ascend phase of Hegemonic cycle. Finally the type of passive-relative autonomy of the state appears in the Kondratieff B phase and ascend phase of Hegemonic cycle.
So long as the state of semi-periphery states in the World System accumulate capital with surplus capital, core states can intervene into the semi-periphery state's decision making mechanism in foreign policy to prevent the change of situation in the capitalist world system by way of rising conflict.
And core states can transfer the semi-periphery states' decision-making mechanism in foreign policy from the active type to the passive one. It is proved by Saudi Arabia's decision-making mechanism in foreign policy.
Considering these factors in Saudi Arabia's decision-making mechanism in foreign policy, the better relationship between Saudi Arabia and Korea shall be set up.
