Status of health education and improvement measures for elementary school health teachers according to the School Health Act

This study aims assess the current state of elementary school health education and to find policy implications for improving health education after the revised School Health Act in 2007.
To achieve the research objectives, research tasks were set as follows.
First, what is the status of health education among elementary school health teachers? Second, is health education of elementary school health teachers operating in accordance with the law? Third, what are the major factors influencing health education of elementary school health teachers and improvement measures?
A literature review on the state of health education was conducted, and a survey was administered to 189 elementary school health teachers to access the current state of health education and propose improvement measures. Frequency analysis and the x² test using IBM SPSS statistics 29.0 were employed for data analysis.. The questionnaire was developed by the researcher by revising and supplementing it to suit the purpose of this study with the advice from an advisor based on previous studies and literature review.
The results of this study can be summarized as follows.
First, the annual health classes and the grades subjected to education were different for each school, resulting in an inconsistency in the provision of stable and balanced health education across all schools and students. 83.1% of the respondents reported that they were based on 17 classes per grade among the 5th to 6th grades. However, 15.3% were asked for less than 17 classes in one grade among the 5th to 6th grades due to the operational needs of the curriculum of each school, 34.9% were asked for more than 17 classes, and 57.7% were asked for classes in grades other than the 5th to 6th grades. In fact, 51.9% of the respondents reported that they were teaching more than 36health classes a year, particularly in schools with fewer than 6 classes or 7-21 classes. While 89.9% used accredited health textbooks, 47.1% said they were teaching health resources, soceity and culture parts among the major content areas of health textbooks, suggesting challenges in achieving a balanced approach to health education.
Second, There was a lack in support for health education. It was observed that 21.2% of health teachers left the health room empty during health classes, and 76.2% of health teachers said they had stopped health classes due to an emergency situation. Additionally, 54.7% of the respondents expressed the need for manpower support such as assigning two health teachers or health assistant teachers, as a way to stably secure and improve health education hours. In order to allocate manpower, it is necessary to conduct a preliminary survey on how long annual health education hours are conducted by health teachers, but in current schools, only 30.7% of health classes by health teachers are recorded in NEIS, making it difficult to ascertain the exact health education hours.
Third, school managers and teachers generally exhibited a supportive attitude toward health education, and the response that health education was necessary was the highest. The most prevalent reasons why school managers and teachers showed non-cooperative and indifferent attitudes towards health education was that there was no curriculum.
78.3% of health teachers answered that health education should be administered by health teachers, and 35.5% answered that the reason is that they are medical personnel who can systematically teach health education. 86.2% recognized the regulation that health education should be conducted under the School Health Act, but only half of them recognized the health curriculum such as the structure and content system.. However, 87.3% of health teachers acknowledged the necessity of an elementary health curriculum.
The conclusions obtained through this study are as follows.
First, it is necessary to announce the elementary health curriculum including elementary health subject to enable the systematic implementation of health education according to the School Health Act. This entails specify the grade subject to education and the number of class hours so that all students receive systematic and consistent health education across all schools.
Second, it is necessary to Exclusive Health Care Department at school, granting qualification for the regular licensed teacher and improve the current health teacher training system. The quality of health education can be improved by enhancing the understanding of the health curriculum.
Third, human, material, and institutional support are needed to facilitate student health management and health education, both of which are the responsibilities of health teachers under the School Health Act.
Based on the results of this study, I would like to make the following suggestion.
Fourth, research on the structure and learning time of health education is necessary. Research on the selection of health education contents and the required time for student learning are essential to practical and effective health education for students.
본 연구는 2007년 학교보건법 개정을 통해 학교 보건교육을 강화하도록 한 이후, 현재 초등학교 보건교육이 어떻게 운영되고 있는지 실태를 알아보고 보건교육을 개선하기 위한 방안을 찾고자 수행하였다.
연구목적을 달성하기 위하여 다음과 같이 연구 과제를 설정하였다. 첫째, 초등학교 보건교사의 보건교육 실태는 어떠한가? 둘째, 초등학교 보건교사의 보건교육은 법률에 적합하게 운영되고 있는가? 셋째, 초등학교 보건교사의 보건교육에 주요한 영향요인과 개선방안은 무엇인가?
연구 과제를 해결하기 위하여 초등학교 보건교사 189명을 대상으로 보건교육 실태와 개선방안에 대한 설문을 실시하였으며, 빈도 분석 및 IBM SPSS statisics 29.0으로 χ² 검정을 실시하였다. 연구도구인 설문지는 선행연구 및 문헌연구를 토대로 지도교수의 조언을 받아 연구자가 본 연구의 목적에 맞게 수정·보완하여 개발하였다.
본 연구의 결과는 다음과 같다.
첫째, 학교별로 연간 보건수업 차시와 교육 대상 학년이 상이하여 모든 학교, 모든 학생들에게 법률에 따른 체계적인 보건교육이 안정적이고 균형 있게 이루어지고 있다고 볼 수 없다. 5~6학년 중 1개 학년 17차시 수업을 기본으로 하고 있다는 답변이 83.1%로 나타났으나, 각 학교의 교육과정 운영상의 필요로 5~6학년 중 1개 학년 17차시보다 적은 수업을 요구받은 경우가 15.3%, 17차시보다 많은 수업을 요구받은 경우는 34.9%, 5~6학년 이외 학년 수업을 요구받은 경우는 57.7%였다. 실제 17차시보다 많은 수업을 하는 경우는 51.9%로 과반이 넘었고, 특히 학교 규모가 6학급 이하이거나 7~21학급인 경우 연간 36차시 이상 보건수업을 하고 있다는 답변이 가장 많았다. 89.9%가 인정보건교과서를 사용하고 있었으나, 보건교과서 대영역 중 건강 자원과 사회 문화 영역을 가르치고 있다고 답한 경우는 47.1%로 절반에 못 미쳐 보건교육 내용을 균형 있게 가르치고 있다고 보기 어렵다.
둘째, 보건교육을 위한 지원이 부족하였다. 보건교사가 보건수업 시 보건실을 비워두는 경우가 21.2%로 나타났고, 보건교사의 76.2%는 보건수업 시 응급상황 발생으로 인해 보건수업을 중단한 적이 있었다. 보건교육 시간을 안정적으로 확보하고 개선하기 위한 방안으로 보건교사 2인 배치와 보건 보조교사 배치와 같은 인력 지원이 필요하다는 응답이 54.7%로 나타났다. 인력배치를 위해서는 보건교사에 의해 실시되는 연간 보건교육 시간이 얼마나 되는지 선행 조사가 필요하나 현재 학교에서는 보건교사에 의한 보건수업이 NEIS에 기록되는 경우가 30.7%에 불과하여 정확한 보건교육 실시 시간조차 알 수 없는 실정이다.
셋째, 학교 관리자와 교사는 보건교육에 대해 대체로 지지적인 태도를 보였고, 그 이유에 대해서는 보건교육이 필요해서라는 응답이 가장 높게 나타났다. 학교 관리자와 교사가 보건교육에 비협조적인 태도와 무관심한 태도를 보이는 이유는 교육과정이 없기 때문이라는 응답이 가장 높았다.
보건교사의 78.3%가 보건교육은 보건교사가 담당해야 한다고 답하였으며 그 이유는 보건교육을 체계적으로 가르칠 수 있는 의료인이기 때문이라는 답변이 35.5%로 가장 높았다. 학교보건법에 의해 보건교육을 실시해야 한다는 규정은 86.2%가 인식하고 있었으나, 교육과정이나 보건교육 내용체계 등 보건교육과정에 대한 인식은 절반 수준에 불과하였다. 하지만 보건교사들의 87.3%가 초등보건교육과정이 필요하다고 인식하고 있었다.
이상의 연구를 통하여 얻을 수 있는 결론은 다음과 같다.
첫째, 학교보건법에 따라 체계적인 보건교육이 운영될 수 있도록 초등 보건과목을 포함한 초등보건교육과정 고시가 필요하다. 모든 학교에서 모든 학생들이 안정적으로 체계적인 보건교육을 받을 수 있도록 교육 대상 학년과 수업 시수 명시가 필요하다.
둘째, 보건 표시과목 도입 및 보건교사 정교사 전환과 양성체계의 개선이 필요하다. 보건교육과정에 대한 이해도를 높여 보건교육의 질을 높일 수 있도록 관련 보건교육 연수의 지속적인 개발과 보급이 필요하다.
셋째, 학교보건법에 따른 보건교사의 직무인 학생 건강관리와 보건교육이 원활하게 이루어지기 위해 인적, 물적, 제도적 지원이 필요하다.
이러한 연구결과를 토대로 다음과 같이 제언하고자 한다.
보건교육 내용 구성과 학습 시간에 대한 연구가 필요하다. 학생들에게 실제적이고 효과적인 보건교육이 이루어질 수 있도록 보건교육 내용 선정과 학습에 필요한 시간 등에 대한 지속적인 연구가 필요하다.
