인위적 온실가스 배출로 인한 기온 상승이 심화되고 있으며, 이에 따라 산림의 탄소 흡수 기능이 국제사회로부터 조명받아왔다. 이에 따라 신뢰할 수 있는 산림탄소 인벤토리 보고 체계 및 과학적인 최적 국가 온실가스 감축 정책 수립이 주요 현안으로 부상하였다. 산림탄소 인벤토리 보고 체계는 과학적 신뢰도에 따라 크게 세 가지 수준으로 구분되며, 모델링 기법은 그 중 가장 신뢰할 수 있는 방법론으로 알려져있다. 이러한 맥락에서 개발도상국에서도 신뢰할만한 산림탄소 인벤토리를 구축하기 위하여 산림탄소모델을 개발 및 적용할 필요가 있다. 본 연구는 가용 자료를 이용하여 산림탄소모델을 개발하고, 이를 적용하여 국내 산림탄소 동태 및 온실가스 감축 잠재력을 정량화하고자 한다. 또한 본 모델을 해외 산림에 적용하여 국제적 신뢰도 및 적용성을 입증하고자 한다.
첫 번째 연구에서는 국내 가용 자료 및 문헌들을 종합하여 산림탄소모델인 FBDC모델을 개발하였다. 5차 국가산림자원조사, 임상도, 기타 기상 자료 등을 1 km2 해상도로 구축한 후 입력 자료로 이용하였다. 그리고 모델의 탄소 저장고들을 초기화할 때 산림 황폐화 및 복구의 역사를 고려하였다. 연구 결과 총 산림탄소 저장량은 1973년에 581.1 Tg C에서 2015년에 967.7 Tg C까지 증가하였으며, 평균적으로 약 9.2 Tg C yr-1의 속도로 증가하였다. 특히 임목 탄소 저장량의 증가가 뚜렷하였다. 모델 예측치에 대한 타당성 검토는 5차 국가산림자원조사 및 임업통계연보 자료와 비교함으로써 수행되었다. 이러한 모델의 개발 및 적용은 모델을 이용하여 신뢰할만한 국가 산림탄소 인벤토리 구축이 가능함을 시사한다.
두 번째 연구에서는 개발한 FBDC 모델을 이용하여 기후변화 및 산림경영 시나리오에 따른 국내 산림부문 온실가스 감축 잠재력(2015-2020)을 산정하였다. 개발된 FBDC 모델의 구조 및 파라미터를 이 연구에서도 그대로 이용하였고, 초기 탄소 저장고 또한 이전 장에서 소개한 방법을 이용하여 초기화하였다. 그리고 기후변화(기후 고정, RCP 8.5) 및 산림경영(경영없음, 부분벌채, 간벌, 다양한 벌기령) 시나리오들을 개발하여 모델에 적용하였다. 또한 간벌 및 목제품 탄소 계정 등을 고려하기 위하여 새로운 회귀식 및 모듈이 추가적으로 개발되었다. 모의 결과 기후변화는 탄소 저장량 수준을 2050년까지 약 27.7-29.5 Tg C 감소시키는 것으로 나타났으며, 산림경영 또한 탄소 저장량 수준을 9.8-61.8 Tg C까지 감소시킬 수 있는 것으로 나타났다. 그러나 장기적으로 연간 탄소 흡수율을 유지 및 증진시키기 위해서는 산림경영이 불가피할 것으로 나타났다.
세 번째 및 네 번째 연구에서는 FBDC 모델을 해외 산림에 적용하였으며, 대상지는 터키의 구주소나무림과 브루나이의 천연 열대우림이었다. 자료의 가용성이 크게 달랐으나 FBDC 모델을 현지 환경에 맞게 유동적으로 적용하였다. 산림탄소 동태 역시 성공적으로 모의되었으며, 타당성 검토 결과는 이러한 예측치의 신뢰도를 입증하였다. 또한 이 연구에서는 그동안 저평가되었던 천연 열대우림 탄소 동태에서 탄소배출원으로서 고사목의 역할을 재조명하기도 하였다.
종합적으로 위와 같은 일련의 연구들은 산림탄소모델인 FBDC 모델이 성공적으로 개발되었으며, 과학적 신뢰도 또한 확보되었음을 증명하였다. 또한 모델을 이용한 국내 산림부문 온실가스 감축 잠재력 추정 연구는 산림부문 의사결정에 있어 본 모델을 이용할 수 있음을 의미한다.
An increase in air temperature has been intensified due to the greenhouse gas (GHG) emission by anthropogenic activities and the role of forest ecosystem as a carbon (C) sink has taken attention from global society. Therefore, establishing reliable forest C inventory reporting system and optimal national mitigation policy with a scientific basis are timely issues for global society. There are three tiers of reporting forest C inventory, classified by a level of reliability, and modeling approaches are known as the most reliable methodology. In this context, developing a generic forest C model and its application are expected to establish a scientifically reliable forest C inventory in developing countries. The present study aims to develop a forest C model with available data, and to understand forest C dynamics and potential of GHG mitigation in Korea with the developed model. Furthermore, this model was applied to other countries, in order to ensure international reliability and applicability of the developed model.
In the first study, a generic forest C model, Forest Biomass and Dead organic matter Carbon (FBDC) model was developed with using domestic data and comprising previous studies. The 5th National Forest Inventory (NFI), forest type map, and modified climate data were used as input data, with a spatial resolution of 1 km2. Then, the model was initialized, taking into account the history of deforestation and reforestation in Korea. The forest C stock (Tg C) increased from 581.1 in 1973 to 967.7 in 2015, increasing at a rate of 9.2 Tg C yr-1. Particularly, the increase in biomass C stock was noticeable. The model estimates were also validated by comparing to the 5th NFI data and statistical data. This development and application of the FBDC model implied a possibility of establishing the reliable national C inventory of Korean forestry sector with a modeling approach.
In the second study, the potential of GHG mitigation by Korean forestry sector (2015¬–2050) was quantified by the FBDC model, with climate change and management scenarios. The structure and parameters of the FBDC model were directly used. The C stocks in 2015 were initialized by the method that was already used in the previous chapter. Then, climate change (no change and Representative Concentration Pathway (RCP) 8.5) and management (no management, partial cutting, thinning, and various rotation of clearcut) scenarios were developed. In order to consider thinning practices and harvested wood product (HWP) carbon inventory, new regression model and analytical module were newly added to the FBDC model. As a result, climate change obviously decreased the level of C stocks by 27.7¬–29.5 Tg C until 2050. Forest management decreased the level of C stocks, compared to that under no management scenario by 9.8¬¬–61.8 Tg C until 2050. However, the annual C sequestration is expected to be maintained and enhanced by forest management in the long-term.
In the third and fourth studies, the FBDC model was applied to the forests in other countries; Scots pine forest in Turkey and intact tropical forest in Brunei Darussalam. Although the data availabilities were highly heterogeneous, the FBDC model was flexibly adjusted to the regional environmental conditions. The forest C dynamics were successfully simulated and the verification result ensured the reliability of the model estimates. In addition, the role of dead wood on C dynamics in intact tropical forests (C source), which was underestimated so far, was also elucidated.
Overall, these results indicate that the generic model (FBDC model) was successfully developed with a scientific reliability. In addition to establish a forest C inventory, the application of the model for determining the potential of GHG mitigation by Korean forestry sector implied that this model can contribute to decision-making processes in Korea.
