본 논문은 미국과 중국간의 무역 분쟁을 화웨이 제재를 통해 분석하여 미중간의 갈등의 핵심은 기술 패권 전쟁이자 즉 글로벌 패권 경쟁임을 제시한다. 화웨이 문제를 둘러싼 미국과 중국의 갈등을 분석하고, 화웨이가 미중의 글로벌 패권 경쟁을 대표하는 핵심 요소임을 분석한다.
구체적으로는 다음 네 가지 문제제기를 중심으로 연구를 진행하였다. 첫 번째, 미중 무역전쟁이 어떻게 진행되어 왔는지를 살펴보았다. 두 번째, 중국 내 화웨이의 상징성을 통해 미중 무역 전쟁에서 화웨이가 왜 지속적으로 언급이 되는지를 살펴보았다. 세 번째, 중국제조 2025 제기 배경과 미국의 301조 조사 보고서를 통해 미중 무역전쟁의 이면에는 기술 패권 전쟁이 있음을 조명하였다. 화웨이 사태로 대표되는 미국의 대중 무역 및 투자 제재 확대를 면밀히 분석하여 화웨이의 성장이 미국과 중국간의 기술전쟁에 중요한 원인임을 제시하였다. 네 번째, 미국의 대선을 통한 정부 전환 이후에도 진행된 대중 정책들을 통해 화웨이 제재는 기술 패권 전쟁에 대한 우위를 확보하기 위한 미국 전략의 주요 요소임을 살펴보았다.
첨단기술의 발전은 안보 및 글로벌 패권 경쟁의 개념을 변화시키고 있다. 앞으로는 첨단기술 개발에 투자할수록 경제적ㆍ군사적 패권에 가까워질 것으로 전망되기 때문이다. 4차 산업혁명을 대표하는 5G, AI, 빅데이터 관련 기술, 로봇, 반도체, 항공우주, 양자컴퓨터를 포함한 슈퍼컴퓨터 모두 민군 겸용이라는 특징을 갖고 있다. 이에 따라 첨단기술과 관련된 중국의 부상은 미국의 경계심을 높이고 있다.
연구는 배경 정보를 위하여 미·중 갈등의 타임라인을 살펴보고 화웨이가 중국 내에서 가진상징성을 살펴본다. 본 연구는 질적 연구를 통해 연구 전반에 걸쳐 정부 공식 보고서와 뉴스 기사, 미일 무역 갈등에 대한 선행 사례 연구가 진행됐다. 또한 선행 연구들을 검토하였으며, 미국과 중국의 갈등을 분석하는 견해는 크게 두 가지로 요약된다. 첫 번째 관점은 미중 갈등이 글로벌 경제 주도권을 확보하기 위한 싸움이라는 점이다. 두 번째 관점은 이번 갈등이 화웨이 제재를 통해 본 기술전쟁이라는 점이다. 본 연구는 각각의 관점을 분석한 후 미중 무역 갈등의 원인은 두 번째 시각에 따라 기술 패권을 차지하기 위한 기술 전쟁이라고 보는 것이 타당하다고 주장한다.
배경에서 위와 같은 관점으로 분석한 사유는 연구 1장과 2장에서 설명한다. 제 1장에서는 ‘중국제조 2025’와 ‘인터넷 플러스’ 전략을 살펴보았다. 중국은 정부 수립 초기부터 기초과학, 국방과학, 항공우주 등의 과학기술 개발에 힘을 쏟았으며, 개혁개방 이후에는 경제건설이 국가의 중심과제가 됨에 따라 과학기술이 생산력이라는 인식 아래 과학기술 발전 정책을 일관되게 추진해왔다. 특히 최근 시진핑 정부는 전 세계를 주도하는 혁신강국 건설을 목표로 글로벌 과학기술 패러다임의 변화에 발 빠르게 대응해오고 있다.
이를 바탕으로 제2장에서는 중국의 과학기술 부상에 대한 미국의 대중제재에 대해 구체적으로 살펴보았다. 이를 통하여 왜 화웨이가 미중 갈등를 설명하는 주요한 요소임을 분석하고자 하였다. 미국은 불법적이고 불공정하게 중국의 손에 넘어간 자국의 기술이 자국의 국가안보와 이익을 침해하는데 사용되고 있다는 인식 아래, 중국에 대한 무역규제와 투자규제를 강화하고 있다. 본 연구에서는 구체적으로 수출통제개혁법(ECRA)의 내용과 Entity List 적용 사례 및 의미를 살펴보았다. 이와 같은 전개를 통하여 본 논문은 미국과 중국간의 무역 분쟁을 화웨이 제재에 초점을 두어 분석하여 미중간의 갈등의 핵심은 기술 전쟁이자 글로벌 패권에 대한 우위 경쟁임을 제시하고자 하였다.
나아가 조사한 내용을 토대로 분석을 진행하며 미국의 새 행정부에서 화웨이 제재가 어떻게 진행됐는지를 살펴보았다. 정권 교체 후에도 화웨이 제재는 지속 및 강화되고 있으며 이를 통해 화웨이를 통해서 살펴볼 수 있는 미국과 중국간의 갈등은 단순한 무역 전쟁을 넘어선 글로벌 패권 경쟁임을 시사할 수 있다.
본 논문의 의의는 미중 전쟁에 대한 거시적인 정치·경제적 접근을 통해 미국 정부의 중국의 특정 기업 직접 제재라는 초유의 상황을 설명하고자한 선행 연구들과 달리, 화웨이가 가진 상징성을 통해 왜 미국이 경제적인 손해를 감수하면서 중국의 기업을 제재하는지를 미시적으로 분석하고, 미중 간의 갈등은 단순한 무역 제재가 아닌 기술 전쟁이며, 화웨이의 성장이 갈등의 중요한 원인임을 제시하고자 하였다.
This paper analyzes the trade dispute between the United States and China through Huawei sanction and suggests that the conflict between the United States and China, and presents that the core of the conflict between the United States and China is the technology hegemony war, a global hegemony competition. The research analyzes the conflict between the United States and China over the Huawei sanction and suggests that Huawei is a key factor representing the US-China competition for global hegemony.
Specifically, the study was conducted focusing on the following four questions. First, how the U.S.-China trade war has progressed was analyzed. Second, the symbolism that Huawei has within China was examined to have a background on why Huawei continues to be mentioned in the US-China trade war. Third, through the investigation of ‘Made in China 2025’ and the Article 301 report, it was highlighted that the US-China trade war should be more focused on the view of technological hegemony war. By closely analyzing the expansion of US trade and investment sanctions against China represented by the Huawei sanction, it was suggested that Huawei’s growth is a key factor which represents the technology war between the United States and China. Fourth, it was examined that Huawei sanction is still taking place even after the government transition.
The development of advanced technology is changing the concept of security and global hegemony competition. In the future, the more investments are made in high-tech development, the closer it is to economic and military hegemony. Supercomputers, including 5G, AI, big data-related technologies, robots, semiconductors, aerospace, and quantum computers representing the 4th industrial revolution, are all characterized by civilian and military use. As a result, the rise of China related to high-tech is raising U.S. vigilance.
The study examines the timeline of the U.S.-China conflict for background information and examines Huawei’s symbolism in China. Through qualitative research, this study conducted official government reports, news articles, and preceding case studies on trade conflicts between the United States and Japan throughout the study. In addition, literature reviews were conducted, and the views analyzing the conflict between the United States and China are largely summarized in two ways. The first point of view is that the US-China conflict is a fight to secure global economic leadership. The second point of view is that the conflict is a technology war seen through Huawei sanctions. After analyzing each point of view, this study argues that it is reasonable to view the cause of the US-China trade conflict as a technology war to occupy technological hegemony according to the second view.
The reasons for analyzing from the above perspective in the background are explained in Investigation 1 and 2 of the research. Investigation 1 looked at ‘Made in China 2025’ and ‘Internet Plus’ strategies. Since the beginning of the government’s establishment, China has focused on developing science and technology such as basic science, defense science, and aerospace, and has consistently pursued science and technology development policies under the perception that science and technology are productive as economic construction has become the central task of the country. In particular, the recent Xi Jinping administration has been responding quickly to changes in the global science and technology paradigm with the aim of building an innovative powerhouse that leads the world.
Based on this, Investigation 2 specifically examined the US sanctions against China for the rise of science and technology in China. Through this, it could be suggested that Huawei is a key element in explaining the US-China conflict. The United States is tightening trade and investment regulations on China under the perception that its technology illegally and unfairly fell into China’s hands is being used to violate its national security and interests. In this study, the contents of the Export Control Reform Act (ECRA) and the cases and meanings of the Entity List application were specifically. Through this development, this paper attempted to analyze the trade dispute between the United States and China focusing on Huawei sanctions and suggest that the core of the conflict between the United States and China is a technology war and competition for dominance over global hegemony.
Furthermore, the analysis was conducted based on the investigation and looked at how the sanctions against Huawei were carried out in the new administration of the United States. Even after the regime change, Huawei's sanctions are continuing and strengthening, and this can suggest that the conflict between the U.S. and China, which can be seen through Huawei, is a global hegemony competition beyond a simple trade war.
The significance of this paper lies on the fact that the competition for US-China technology hegemony was analyzed with the lens of Huawei sanction. Previous studies attempted to explain the unprecedented situation of China’s direct sanctions on a certain company through a macroscopic political and economic approach. However, this paper analyzed that Huawei is a key factor in US-China rivalry for global hegemony.
