Discrimination and the Borders of National Identity:
hikokumin in modern war-torn Japan

Following the Meiji Restoration, Japan embarked on nationally defining wars with China and Russia as a part of its establishment as a modern, imperial nation state. Previous research has discussed at length the structure of the development of the modern Japanese nation, and many of the institutional and conceptual features crucial in the formation of the national consciousness are becoming increasingly well understood. However, in contrast to the vast body of literature examining these structural changes, research focussing on the problem of discrimination in modern Japan remains relatively scarce, and the majority of the available work deals with discrimination in the territories annexed by Japan. Accordingly, this study assesses discrimination within the developing modern Japanese nation-state through an analysis of the plight of the hikokumin, people whom while nominally citizens suffered a particularly exclusive form of social rejection.
The first chapter of this study describes the degree to which citizens were mobilised and incorporated into the developing nation-state. For men, this included conscription and compulsion to fight for the nation in wars. Women were expected to raise children and support fighting men through Women’s Associations, whilst additionally providing munitions and food through manual labour. Children undertook a nationalistic education and were expected to internalise this ideological curriculum on their path to adult life.
Chapter two discusses the concept of hikokumin, which necessarily arose with the definition of a national identity. Hikokumin, a term frequently used at times of war in particular, is not a clearly defined phrase. Drawing on a range of sources mentioning hikokumin, this work finds that this phrase was generally used to refer to those not subscribing to the national ideology of the time. However, it is also apparent that physically disabled people and those otherwise unfit for military service were also pejoratively labelled hikokumin. As a term, it becomes clear that hikokumin is an expression of an arbitrary value judgement, and in the context of war the discrimination and exclusion inherent in its use, as well its violent connotation, rendered this term a terrifying arbiter of social inclusion dictating people’s lifestyles. In a tense society characterised by a demanding conception of national identity and constant surveillance, anyone could be labelled a hikokumin at any time, and indeed the process of labelling others hikokumin was a means of ensuring one’s own social inclusion.
In the third chapter, the concept of hikokumin is examined from the perspective of prostitutes, who existed in a limbo between social rejection and identification as citizens, causing a reassessment of the nation-state. With the arrival of modern conceptions of hygiene, prostitutes found themselves defined as hikokumin as a result of the perception that they weakened citizens through the spread of disease. Bearing such discrimination whilst being used as a popular social outlet, prostitutes became dedicated patriots in an attempt to be included in society. This process, in which the fear of exclusion and discrimination causes one to reaffirm their identity by conforming to social norms, can be said to be the key force allowing the construction and maintenance of a national identity.
In the exploration of the concept of hikokumin, this study draws upon a wide range of writings of those personally subjected to discrimination. This work also considers the stories of a stratum of people who have not been included in previous research. Drawing on such case studies, this renewed assessment of the nation-state provides an understanding of the fears and hopes of average people not possible through analysis of the structural and institutional changes associated with the modernisation of a society such as Japan. The emotional bases of discrimination ultimately give rise to a whole class of people existing at the edges of society. In order to uncover such historical cases of discrimination, it is essential to adopt a multi-layered analytical method that considers the cases of those existing at the borders of society, rather than black-and-white interpretations focussing on those labelled hikokumin.

메이지 유신 이래 일본은 근대국가로서 천황을 정점으로 하는 국민국가를 형성하는 과정에서 청일전쟁과 러일전쟁이라는 두 차례의 대외전쟁을 거치며 국민화 시스템을 확립하게 된다. 기존의 연구에서는 근대일본에서의 국민 창출의 구조에 대해 논한 것이 많다. 그러나 근대의 시스템에 관한 연구가 활발히 이루어지고 있는 데에 비해 차별문제를 중심으로 근대일본을 바라본 연구는 상대적으로 적으며 그 대다수가 근대에 새로이 일본의 영토로 편입된 지역에서 일어나는 차별문제를 다루고 있다. 본 연구는 비국민을 테마로 하여 내지(内地)에서의 차별문제에 중점을 두어 국민국가를 검토하였다.
우선 본론1에서는 전시 하에서 국민이 어떠한 방식으로 동원되고 국가 시스템 속에 편입되어갔는지에 관해 검토하였다. 남성은 징병제에 의해 병사가 되고 국가를 위해 전장에 나가 싸워야 했다. 여성은 출산 및 육아에 힘쓰면서 부인단체 등을 통해 후방에서 남성을 보조하는 역할을 맡았고 군수물자의 생산 및 식량 조달에 있어서도 노동력을 제공했다. 아동은 소국민으로서 황국민이 되기 위한 국민교육을 받으며 국가사상을 주입받게 되었다.
본론2에서는 국민 형성 과정에서 국민과 함께 생겨난 비국민에 관해 논하였다. 비국민은 특히 전시에 빈번히 사용되었던 말로써 그 정의는 명확하지 않았다. 문헌에서 등장하는 비국민은 주로 국민으로서의 정신이 결여되어 있는 사람을 가리켜 사용되고 있다. 그러나 실제로는 장애 및 질병으로 인해 전쟁 수행이 불가능한 신체를 가진 사람을 부르는 차별어로 사용되는 경우도 많았다. 비국민은 자의적인 가치기준에 의해 사용되었으며 그것이 내포하는 차별의식과 폭력성은 전쟁을 배경으로 공포의 대상이 되어 민중의 생활을 지배하고 있었다. 민중 속에서 서로를 향한 감시의 시선은 언제든지 누구라도 비국민이 될 수 있었다는 점을 시사하며 누군가를 비국민으로 차별함으로써 상대적인 국민이 될 수 있었던 상황을 조성하였다.
본론3에서는 창기를 비국민적인 관점에서 바라보며 그들이 국민과 비국민을 나누는 경계적인 위치를 차지하고 있었다는 점을 확인하고 그러한 시점에서 국민국가를 다시 바라보았다. 근대에 도입된 위생관념이 가치기준으로 작용함으로써 신체와 질병에 의한 차별이 일어나고 있었다는 것은 국민을 병들게 하는 존재였던 창기를 비국민적 존재로 인식시켰다. 국가에 의해 이용당하면서도 차별을 견뎌야만 했던 창기들의 국민이 되고자 하는 열망은 삶의 버팀목으로서의 긍지가 되어 그녀들을 애국자로 변모시켰다. 국민 형성 과정에서 국민이 창출되고 그와 동시에 생겨난 비국민이 다시 국민을 재생산하는 순환구조야말로 국민국가를 유지하였던 것이다.
본 연구는 전시 하에서 실제 비국민으로 불려 차별받았던 사람들의 수기와 투고 등을 중심으로 분석하였다. 또한 기존 연구에서 비국민으로 언급하지 않았던 사람들로 시야를 넓혀 당시의 차별문제를 바라보았다. 실제 차별을 받았던 사람들의 경험을 바탕으로 국민국가를 재검토함으로써 국가 시스템의 분석만으로는 보이지 않는 국민과 비국민의 경계를 둘러싼 인간 내면의 공포와 욕망을 들여다 볼 수 있다. 지금껏 드러나지 않았던 차별문제를 발견하기 위해 국민·비국민의 이분법적 사고에서 벗어나 경계적 위치에서 중층적으로 차별문제를 바라볼 필요가 있다.
