Fleet sizing and empty equipment redistribution are two of the most critical problems in managing a fleet of equipment over a transportation network. The fleet sizing problem is to determine the number of transportation equipments that optimally balance service requirements against the cost of purchasing and maintaining the equipment. Empty equipment redistribution is the process of repositioning transportation equipment to serve future transportation demand. These two problems are highly related to each other. A poorly designed equipment redistribution policy can result in efficient fleet utilization and excessive fleet requirements.
Therefore, this study aims at building an operating policy for the efficient redistribution of empty transportation equipment and estimating the size of transportation equipment in hub-and-spoke network.
This research presents a cost model on fleet sizing decision and the distribution policy of the transportation equipment by building from multi-echelon inventory model and developing a decentralized redistribution policy of empty equipments in hub-and-spoke network system.
An analytical approach to develop redistribution policies at each terminal and determine size of fleet can be summarized as the following four step procedures.
First, each terminal is classified by surplus and shortage terminals.
Second, we determine the smallest return stock level S^(*)_(i) at surplus terminal or reorder inventory position R^(*)_(i) at shortage terminal such that the terminal stockout probability is not higher than the given desired stockout probability requirement and then can minimize the relevant cost.
Third, we determine the smallest fleet size M^(*) in network such that center stockout probability is not higher than the given desired one and then can minimize the cost concerned with hub-and-spoke network.
Fourth, then we investigate the validity of the approximate mathematical model after comparing a numerical experiment result with corresponding one of simulation model programmed by simulation language, i.e., ARENA(V2.2).
In this model, transportation demands are random (homogeneous Poisson process) and always come in the form of full equipment loads. Also, transportation demand and exchange of empty transportation equipments only occur between the center and the terminals, so there is no direct equipment flow between spoke terminals. Travel times between the center and the terminals are deterministic. However, flows are bidirectional, so that loads can be sent both from center to terminal and terminal to center.
In case of the pure hub-and-spoke system, in which no loads are shipped out of at surplus terminal and to the terminal at shortage terminal, a popular form of a logistics system, computational results were discussed through various numerical experiments.
Also, the optimum policy and fleet size were derived and validated by simulation when the demand pattern was followed by the compound Poisson process (CPP) which can be generated one or more at a time under homogeneous Poisson process. That is, when the number of equipments follows geometric and binomial distributions, respectively, cost models on the pure hub-and-spoke logistics system, which can be solved analytically, were be established and analyzed.
Furthermore, simulation is conducted when transportation equipment request is irregular and changed periodically - that is, follows Weibull process in one of the nonhomogeneous Poisson process(NHPP).
It is easy to analyze the system when travel time from the center to the terminal is deterministic, but it's not when travel time usually changes probabilistically. We compared the deterministic case with stochasitc one after performing the simulation when the transportation time follows a probability distribution(i.e., exponential, uniform, and normal distribution, respectively).
Actually, if the movement of the empty transportation equipment is allowed between terminals, it may take an important effect on the logistics system. Therefore, we compared the case of permission to move between terminals with one of prohibition in the hub-and-spoke system, which consists of a center and all the terminals equispaced on a circle, by simulation.
In the future, a study on fleet sizing and redistribution policy of the empty transportation equipment in each terminal by simulation optimization method may be a fruitiful one since, we have difficulties in finding a solution by the analytical method in the general transportation networks including hub-and-spoke system.
