A world music festival is an occasion to invite artists from around the world and to experience different cultures. It is thus a valuable and meaningful event that provides participants with an opportunity to enjoy cultural diversity. Consequently, the local area hosting such a festival has a chance to strengthen its cultural capacity, thus becoming a venue of cultural exchange. However, in Korea, it is difficult for world music festivals to seek sustainable growth for two reasons. First, Koreans still don’t feel familiar with such festivals. Second, the festivals are not managed in a seamless way. In this context, this study clarifies and prioritizes factors that could invigorate world music festivals. It also defines concepts of invigorating such festivals.
To begin with, the study offers a theoretical consideration of local festivals, music festivals and world music festivals. It then shares interviews with three groups (i.e. international festival experts, Korean festival experts and cultural city experts) in order to review different opinions and to come up with factors characterizing world music festivals. The study also applies the analytic hierarchy process(AHP), a decision-making method that was developed by Thomas L.Saaty in 1987. Using AHP, the study analyzes factors invigorating world music festivals, on the basis of what the 32 experts say; it finds out about degrees of importance and priorities regarding such factors. It then compares the three groups to see their priorities. Lastly, the study defines concepts of invigorating world music festivals. To do so, it adopts the methodology of grounded theory, which is a qualitative research method representing social science. By means of this methodology, the study analyzes the phenomena that appear in the process of such invigoration. It then suggests concepts of invigoration as a paradigm, which forms the theoretical basis of the study.
The summary of major results of the study is as follows. Factors invigorating world music festivals are classified into three categories, which include nine subcategories and 36 factors. When it comes to the three categories, festival experts regard “diversity of programs” as the most important while cultural city experts highlight “efficiency of festival management.” As for the nine subcategories, both Korean festival experts and cultural city experts consider “planning” as important whereas international festival experts emphasize the importance of “programs,” especially for music performances. In the case of the 36 factors, all the three groups value “professionalism of artists,” “professionalism of festival organizers” and “safety management system.” On the other hand, the experts give a low degree of importance to the following five factors: “participation of local artists,” “participation of volunteers,” “evaluation by international experts,” “diversity of cultural facilities” and “local residents’ appearance in festival programs.” The experts also show difference in how they view festivals. That is, cultural city experts focus on the general categories of factors, which means that they seek efficiency. In contrast, festival experts consider a greater number of factors and regard the content of festivals as more important.
Using open coding analysis for categorization of concepts, the study finds 73 concepts of invigorating world music festivals. It then classifies these concepts into six categories and 13 subcategories. In addition, by means of axial coding for the paradigm of concepts, the study comes up with causal conditions (motive for organization of a world music festival), contextual conditions(background of organizing a world music festival), core phenomenon(participation in a festival), intervening conditions (constraints of a festival), actions/interaction strategy(strategy for festival invigoration) and consequences(expectations for the growth of the local area).
Considering their priorities, the three groups of experts suggest the following strategies. First, world music festival organizers need to select competent artistic directors through strict criteria in order to ensure the quality of international performances, which form the basis of a festival’s content. They also need to have a policy that could support the artistic directors’ longer tenure. Second, it is necessary to establish a customized support system in order to run festivals more autonomously. In this regard, festivals should make different attempts to secure their financial independence. Examples of this could be public-private partnerships and channels of revenue including paid tickets. Third, the government should play a central role of seeking cooperation with global institutions and the growth of the overall world music market by forming a community of Korean world music festivals and a consultative group running a network of world music. Fourth, world music festivals need to have systematic, long-term strategies to attract audiences: permanent, offline education programs that raise awareness of festivals and development of high-quality content enabled by convergence of digital technologies including AI. Lastly, it would be helpful to encourage a better understanding of the three groups’ different perspectives regarding factors invigorating world music festivals and to reflect such perspectives when planning a festival.
The study delves into factors invigorating world music festivals and prioritizes them. In this process, it reviews how expert groups are similar and different in their perspectives. It then comes up with concepts of invigorating world music festivals in order to analyze what these concepts suggest in general. Such results could contribute to planning sustainable world music festivals and help local areas grow into cultural cities.
월드뮤직축제는 다국적 해외 아티스트들을 한자리에 초청하여 문화적 다양성에 대한 문화향유 기회를 제공하는 높은 가치의 의미있는 축제이다. 지역에서는 월드뮤직축제를 개최함에 따라 다문화 교류의 장으로서 문화적 역량을 강화할 수 있는 계기를 마련할 수 있음에도 불구하고 국내에서의 월드뮤직축제는 낮은 대중적 인지도와 미흡한 운영방식 등의 이유로 지속가능한 성장이 어려운 실정이다. 이에 본 연구에서는 월드뮤직축제의 활성화 요인과 중요도 및 우선순위를 도출하고자 하였으며, 월드뮤직축제 활성화 개념을 정례화하였다.
먼저, 지역축제, 음악축제, 월드뮤직축제에 대한 이론적고찰을 시작으로 월드뮤직축제만의 새로운 요인을 추가적으로 도출하기 위해 해외축제전문가, 국내축제전문가, 문화도시전문가 세 그룹을 대상으로 인터뷰를 시행하여 다양한 의견을 반영하고자 하였다. 또한, Thomas L.Saaty(1987)에 의해 개발된 의사결정방법인 계층분석법(AHP)을 적용하여 총 32명으로부터 활성화 요인에 대한 중요도 및 우선순위를 도출하였으며, 각 그룹의 중요도 인식정도를 비교해보고자 하였다. 마지막으로, 월드뮤직축제의 활성화 개념을 도출하기 위해 사회과학 분야의 대표적 질적 연구방법인 근거이론 방법론 접근을 통해 활성화되는 과정에서 나타나는 현상을 분석하여 개념을 패러다임으로 도출하고 이를 본 연구의 이론적 기반으로 갖추고자 하였다. 주요 결과내용을 요약하면 다음과 같다.
월드뮤직축제 활성화를 위한 주요요인은 총 3개의 대분류, 9개의 중분류, 36개의 소분류로 도출되었다. 대분류에서 국내외 축제전문가 그룹의 중요도는 ‘프로그램의 다양성’이 가장 높게 나왔고, 문화도시전문가들은 ‘축제 운영의 효율성’에 대한 중요도 인식이 높았다. 중분류에서는 국내축제전문가와 문화도시전문가 모두 ‘기획’ 요인에 가장 높은 중요도가 나타났지만, 해외축제전문가는 음악공연 ‘프로그램’ 요인에 대한 중요도 인식이 가장 높게 나타났다. 소분류에서는 세 그룹 모두 ‘아티스트의 전문성, 축제 운영진의 전문성, 안전체계 관리’의 세 요인에 대해 공통적인 중요요인으로 도출되었다. 반면, ‘지역 아티스트 참여, 자원봉사자 참여, 해외 전문가 평가, 문화시설의 다양성, 지역민의 프로그램 출연’ 등 다섯 가지 요인에 대해서는 낮은 중요도로 인식하고 있었다. 세 그룹 간 인식의 차이를 살펴보면, 문화도시전문가들은 상위 중요요인에 집중하는 효율성 위주의 가중치가 높게 나타나고, 축제전문가들의 경우 문화도시전문가들에 비해 더 많은 요인들을 고려하고 축제의 내용적 측면을 더욱 중요하게 보는 것으로 나타났다.
월드뮤직축제 활성화 개념의 연구결과, 개념의 범주화를 위한 개방코딩(open coding) 분석을 통해 총 73개의 개념, 6개의 상위범주와 13개의 하위범주로 구성되었으며, 개념의 패러다임을 위한 축코딩(axial coding) 분석을 통해 인과적조건(월드뮤직축제 개최 동기), 상황적 맥락(월드뮤직축제 개최배경), 중심현상(축제 참여), 중재적 조건(축제의 제약), 작용/상호작용(활성화 전략수립), 결과(지역 성장 기대)가 나타났다.
세 그룹 전문가의 우선순위에 따른 전략을 제시하면 다음과 같다. 첫째, 월드뮤직축제의 핵심 콘텐츠인 세계 각국의 우수한 공연품질을 유지하기 위해 엄격한 기준의 역량있는 축제 예술감독 선정과 장기간의 임기를 지원할 수 있는 정책이 필요하다. 둘째, 축제를 보다 자율적으로 운영할 수 있도록 맞춤형 지원제도를 마련해야 하며, 축제 역시 재정자립도를 강화시켜 나가기 위해 민관 협력 파트너십 구축, 티켓 유료화 등 수익채널 확대를 위한 다양한 방식의 시도들이 필요하다. 셋째, 정부는 국내 월드뮤직축제 공동체 구성과 월드뮤직 네트워크 조직인 협의체 구축을 지원하여 해외 기관과의 협력 활성화 및 월드뮤직 시장을 함께 성장시킬 수 있도록 도모하는 구심점 역할 수행을 강구할 필요가 있다. 넷째, 월드뮤직축제는 관객개발을 위해 월드뮤직에 대한 인지도 개선을 위한 상시적인 오프라인 교육프로그램, AI와 같은 디지털 기술 융합을 통한 양질의 콘텐츠개발 등 관객개발을 위한 체계적인 장기전략 마련이 필요하다. 마지막으로, 본 연구 결과에서 나타난 것 처럼 세 전문가 그룹의 활성화 요인 가중치 차이에 대한 이해를 돕고 축제를 기획할 시, 서로 다른 관점을 반영하면 도움이 될 것으로 보인다.
본 연구는 월드뮤직축제 활성화 요인 도출 및 중요도와 우선순위 분석을 통해 전문가 그룹 간 공통점과 차이점을 살펴보고, 월드뮤직축제의 활성화 개념 도출을 통해 종합적인 시사점을 제시하였다. 이러한 연구결과를 활용하여 지속가능한 월드뮤직축제를 기획하고 이를 통해 지역이 문화도시로서 성장하는데 도움이 되었으면 한다.
