1970년대 원주지역 재해대책사업위원회의 농촌신협운동 연구 = A study of the Credit Union Movements implemented by the Relief and Rehabilitation Committee in the agricultural areas of the Wonju region in the 1970s

Established in response to the Great Flood of the Namhan River basin in April 1972, the Relief and Rehabilitation Committee headed the civil-led Credit Union Movements with the participation of about 80 or 90 rural villages, 13 cities and districts in 3 provinces, and more than 10 mining branches. This study aims to elucidate the relations between the agricultural credit unions found and managed by the restoration projects for the flood-hit areas of the Namhan River basin and Wonju-Wonseong regions, the Korean Beef Cattle Support Program conducted by the Relief and Rehabilitation Committee in agricultural areas, and governmental credit unions such as the National Agricultural Cooperative Federation, or village funds. It also explores the credit unions` connection with the Catholic Society of Farmers under the New Community Movement (Sae-ma-eul Undong) put in place by the government. In the 1970s, the Relief and Rehabilitation Committee propelled the establishment of credit unions in the agricultural villages where restoration and support projects were being conducted. In the early 1970s, the Committee`s activities mainly centered around Agricultural Community Development Movements through the implementation of village development projects. However, as the village development projects came to a halt in the mid-1970s, the Relief and Rehabilitation Committee planned the switchover of its activities to Credit Union Movements. As a result, these new types of movements were actively introduced into the villages where the development projects had once taken place. In the late 1970s, the change enabled 54 agricultural credit unions to establish themselves in these rural areas under the jurisdiction of the Relief and Rehabilitation Committee, and 14 of them were authorized by the Ministry of Finance. At the time, those credit unions only had a limited budget and a small constitution, making it difficult for them to maintain production, distribution, consumption and marketing all on their own; therefore, they could only operate credit banking. However, as the National Agricultural Cooperative Federation could not properly act as a credit union for farmers, those agricultural credit unions in the villages needed to fulfill that role. The civil-led cooperative movements overseen by the Relief and Rehabilitation Committee in the agricultural and mining areas of the 1970s had the Credit Union Movements at their core. The movements led to the democratization of the National Agricultural Cooperative Federation and also effected a significant power shift in villages, as the officials of the credit unions replaced the old power structure including the village councils, village funds or county fraternity formed by the government-led Sae-ma-eul movements. The fact that cooperative movements were conducted via credit unions in the agricultural areas while Sae-ma-eul movements were in place, was a key driver of the village development movements led by farmers on the basis of village units. This credit union movement led by the Relief and Rehabilitation Committee has an important historical and sociological significance.
